  1. The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment: In-depth analysis and classification of environmental risk regulations and climate-related risk frameworks in the financial system of selected African countries ;
  1. The services to be provided under the Assignment include an assessment and classification of the level of climate risks integration in Africa’s financial institutions, in the context of the global architecture for green and sustainable finance. It will build upon the findings of a baseline study conducted by the Bank earlier this year and titled “Climate risk regulation in Africa’s financial sector and related private sector initiatives.” The analysis shall provide enough information to propose a tailored-made strategy and action plan for the Africa Financial Alliance on Climate Change (AFAC) as a convening platform for Africa best practices, and also help drafting a capacity building programme that will be included in the Africa Financial Sector Corporate Governance Initiative (ACGI) in 2022. ACGI is multi-donor trust fund to be implemented by the Bank’s Financial Sector Development Department to provide technical assistance for strengthening the corporate governance structures of financial institutions and enhance their capacity to identify, assess and manage risks including climate risks ;
  1. The Climate Change & Green Growth (PECG) Department invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, May 2008 Edition, revised on July 2012available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  1. The estimated duration of services is two months, and the estimated starting date is 20 December 2021 ;
  1. Interested Consulting Firms may obtain further information at the address below during the Bank’s working hours: 08:00-17:00 GMT ;
  1. Expressions of interest must be received at the address below no later than 6 December 2021 at 17:00 local time and specifically mentioning “EOI: in-depth analysis and classification of environmental risk regulations and climate-related risk frameworks in Africa’s financial system” ;
