REQUEST FOR EXPRESSIONS OF INTEREST

(SHORT TERM INDIVIDUAL CONSULTANTS)

  1. Introduction/Background :

The African Development Bank hereby invites Individual Short-Term Consultants to indicate their interest in the following assignment: Development of consolidated guidelines on flow, management, and quality of statistical data in the bank.

  1. Objectives and Assignment :

The services to be provided under the Assignment focus on documenting the validation procedures applied by the statistics department to produce quality statistics. To inform the Bank’s High5s implementation, the Statistics department collects various data from Regional Members Countries (RMCs) and international sources covering different topics such as: Africa Infrastructure Knowledge Program (AIKP), Africa Economic Outlook (AEO) data, Social data, SDGs, Minimum set of agricultural core data (MSCD), International Comparison Program (ICP), African Statistical Yearbook, etc. Each dataset follows a specific but rigorous process of cleaning/ cleansing and validation before they are compiled and published. The consultant will map the lifecycle of each of the datasets produced by the department and clearly document all the actions taken to check the quality of each data point and to correct errors and inaccuracies.

The activities of the consultant will include but not limited to the following :

  1. Document existing systems and methods used to ensure and sustain data quality in the department ;
  2. Design a methodology to use for documenting and checking data quality practices in the department ;
  3. Liaise with task managers to map the lifecycle of each data source and describe every statistical operation they perform including cleaning /cleansing, transformation and validation before use and publication ;
  4. For each topic, or publication, schematize the data flow by linking the publication to all data sources used, and highlight any transformation and validation rule performed ;
  5. Describe the system and technology used to collect, manage the data, and the format in which the data is stocked at each nod of the data flow ;
  6. Describe the data transformation and validation rules applied, the technology used in automated execution of algorithms, transparency of the algorithms and the friendliness in accessing and altering the content, the reliability of the system and compliance with the bank rules ;
  7. Coordinate with task managers to collect their feedback including the challenges faced, systems and methods applied while performing their data collection, transformation, validation and publication procedures ;
  8. Recommend improvements to the system and methods of work in line with best practices and international standards to preserve and improve the quality of the data the department produces.
  1. Deliverables : 

The consultant should deliver complete and comprehensive guidelines of the statistics department data flow and validation processes.

The deliverables shall include :

A document :

    1. describing the methodology for the assignment, and
    2. identifying the data streams in the statistics Department at the Bank ;
    3. Draft report with complete and comprehensive description of data flows, validation processes and data quality management practices in the statistics department of the Bank. The draft report shall include ;
    4. A listing of all datasets the bank collects, describing and schematizing each data flow for all data topics by source the department is collecting, and linking each data source to the disseminated dataset/report (AIKP, Yearbook, AEO, MSCD, ICP, Social, SDGs, etc.) ;
    5. A documentation of a detailed description of the statistical methodology used to collect, transform and validate each data source by topic ;
    6. A documentation shall also include description of the technology used for each data flow management highlighting its reliability, transparency, efficiency and compliance with the bank rules ;
    7. Recommendations on improvements to the system and methods used to ensure sustained data quality ;
    8. Final report, after taking stock of all comments and inputs from all stakeholders in the department, with complete and comprehensive guidelines on data flow, validation processes and data quality management in the statistics department of the Bank. The final report should respond to all the items in (ii) above.
  1. Qualifications :
  • The Statistics Department (ECST) invites individual consultants to indicate their interest in providing the above-described services. Interested consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
  • The eligibility criteria, establishment of a short list and selection procedures shall be in conformity with the Bank’s procedures for acquisition of consulting services. Please note that expression of interest by a consultant does not imply any obligation on part of the Bank to include him/her in the shortlist ;
  • The estimated duration of services is 3 months and the estimated starting date is November 1st, 2021 ;

  1. Establishment of the Short list :

A shortlist of individual applicants will be established at the end of the period of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

TERMS OF REFERENCE FOR CONSULTATION

DEVELOPMENT OF CONSOLIDATED GUIDELINES ON FLOW, MANAGEMENT AND QUALITY OF STATISTICAL DATA

Overview : 

There is growing demand for high quality statistical data among African countries especially users of statistics in policy analysis and formulation. The need for robust and reliable data is increasing, more especially, to support monitoring of Agenda 2063, SDGs, High 5s and other development programs. This calls for improvements in data flow, management and data quality. The need to systematically adopt quality management measures and their translation into a formalized quality assurance framework based on internationally accepted best practices need not be emphasized.

The Statistics Department of the Bank is responsible for the statistical work that involves coordinating data collection, validating the data with various sources to ensure a consistent dataset for each country, in addition to data generated through bank operations. The data produced is used to inform policy decisions in the bank, and bank publications. The bank also provides a one stop centre for data about Africa to RMCs and development partners.

There are different statistical data management platforms with varying features that are used by the bank, RMCs and other partners. The platforms adopted impacts on the statistical data collection, production and dissemination. To this end, the bank is interested in establishment of a system to improve data flow, management and data quality.

Tasks and responsibilities the Consultant :

The activities of the consultant will include the following :

Required Skills : 

  • Professional competence and at least 10 years demonstrated experience, preferably in a regional/international institution, working on data flow, data management and data quality assurance; with a deep understanding of statistical data management ;
  • Knowledge of modeling socio-economic data ;
  • Proven ability in oral and written communication ;
  • Provision of technical assistance on data flow, data management and quality assurance to African countries is an asset ;
  • Ability to work independently under tight deadlines ;
  • Excellent oral and written skills in English or French is essential. The ability to work in both languages is an asset. Other abilities ;
  • Great ability to provide timely results with minimum supervision.

Duration and remuneration : 

The consultant will be hired on a temporary basis for a period of three months from November 1st  2021.

The total remuneration will be consistent with the Bank’s approved rates for international consultants.
