  1. The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment: Assessing the Potential Benefits and Costs of the African Continental Free Trade Area (AfCFTA) on African Economies with an Application to the North African Region ;
  1. The services to be provided under the Assignment include: The objective of the consultancy project is to design a framework to assess the potential benefits and costs of the African Continental Free Trade Area (AfCFTA) on North African economies. The project will cover the six countries of the North Africa region, namely Algeria, Egypt, Libya, Mauritania, Morocco, and Tunisia. The framework will be used for specific country analysis. Hence, the findings will be synthetized to provide a high-level analysis at the regional level. It is a pilot project that will be generalized to all African economies in the future upon successful implementation. The North Africa Regional Office (RDGN) therefore seeks to recruit a firm to design a framework to assess income and welfare gains from trade liberalization under the AfCFTA and potential transitional costs for North African countries participating in the agreement ; 
  1. The North Africa Regional Office (RDGN) invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy Framework for projects financed by the Bank Group, available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
  1. The estimated duration of services is 8 months and the estimated starting date is December 15, 2021 ;
  1. Expressions of interest must be received at the address below no later than December 3, 2021 at 6 pm local time and specifically mentioning : Assessing the Potential Benefits and Costs of the African Continental Free Trade Area (AfCFTA) on African Economies.
