Expressions of interest are being requested for a Short-term Individual Consultant Position

 

Brief description of the Assignment :

1. The Department of Renewable Energy and Energy Efficiency (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy and promoting energy efficiency along with clean cooking ;

2. The AfDB hereby invites qualified and seasoned Individual Consultants to indicate their interest in providing support to the Department’s ongoing/new Energy Efficiency (EE) work. The services expected to be provided in the context of the Assignment include but are not limited to :

• identify/follow EE pipeline opportunities and support the development of TA and investment opportunities ;
• prepare investment operations – through financial intermediaries and directly with ESCOs/public entities ;
• support technical assistance interventions, notably development of terms of reference, implementation procedures and preparation of documents ;
• support market assessments and conduct initial technical and financial opportunities assessment ;
• liaise with other Bank projects/initiatives for increased synergy for EE project development ;
• any other activities related to EE projects identification, design, implementation, performance follow up and financial and technical risk analysis. 

3. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, CVs, experience in similar assignments, etc.) ;

4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. The duration of services is sixty-six (66) working days over a period of seven (7) months and the estimated starting date is mid-January 2022 ;

Appendix 1: Terms of Reference for Individual Consultant

 

1. Introduction / Background :

The Renewable Energy and Energy Efficiency Department (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy and energy efficiency along with clean cooking. The Department implements its mandate by working with both public sector and private sector entities ;

2. Objectives of the Assignment :

The Individual Consultant will be responsible for providing broad-based support to the department for ongoing/new energy efficiency programmes and projects.

3. Main activities and deliverables :

The Assignment will include, but not be limited to :

1. identify/follow EE&RE pipeline opportunities and support the development of TA and investment opportunities ;
2. prepare investment operations – through financial intermediaries and directly with ESCOs/public entities ;
3. support technical assistance interventions, notably development of terms of reference, implementation procedures and preparation of documents ;
4. support market assessments and conduct initial technical and financial opportunities assessment ;
5. liaise as needed with other Bank projects/initiatives for increased synergy for EE project development ;
6. any other activities related to EE&RE projects identification, design, implementation, performance follow up and financial and technical risk analysis.

4. Administration/reporting :

The Individual Consultant will work under the overall supervision of the Manager of the Energy Efficiency and Clean Cooking Division within PERN.

5. Duration and place of the assignment :

Sixty-six (66) working days over a period of seven (7) calendar months, home based with potential travel to specific African countries.

6. Qualifications and Experience required :

Education : A postgraduate degree in Energy, Finance, Public Policy or a related field.

Relevant Experience and Skills :

• Minimum 10 years of relevant or related professional experience in the EE field ;
• Experience in developing EE projects and Energy Conservation Measures identification ;
• Experience in writing ToR for EE projects and programs ;
• Good knowledge of ESCO business and Energy Performance Contracting (EPC) ;
• Experience of working with governments institutions in charge of EE opportunities development and implementation ;
• Experience of working with donor institutions and multilateral development institutions in a similar capacity is essential ;
• Deep understanding of African countries/regions ;
• Ability to work autonomously and in teams, and in a multi-cultural work environment ;
• Excellent ability to work effectively in both French and English.
