Job Summary :

FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. We are currently seeking qualified candidates to lead M&E activities for a project to address unmet needs in HIV testing for priority and key populations in Malawi. The M&E Lead provides mentorship and strategic direction in monitoring, evaluation, research, and learning (MEL), and contributes to performance improvement of the project. In day-to-day work, s/he focuses on the development and implementation of a comprehensive set of activities to ensure effective monitoring and evaluation of the project, oversee knowledge management and learning as well as effective data use to optimize access to essential services for the target populations. As a member of the project leadership team s/he contributes to and participates actively in the development and implementation of project-wide strategies in fulfillment of the project objectives and achievements of results. S/he will support performance improvement by providing timely monitoring and evaluation data, tailored reports, and strategic inputs to the technical and management team.

 

Accountabilities :

  • Serve as the technical lead and key point of contact for all M&E related activities including developing the PMP, coordinating data collection, developing data quality approaches and tools, and developing systems for data analysis and use ;
  • Lead the development and execution of a comprehensive Monitoring, Evaluation and Learning Plan for the project ;
  • Lead the development of standard methods, techniques, tools, and systems for M&E activities across all sites ensuring these are consistent with national tools, organizational policies, and donor requirements ;
  • Design and implement the data quality assurance plan for the project ;
  • Lead the development and deployment of project management database to ensure timely, clear, and accurate collection, analysis, presentation, and dissemination of project data ;
  • Develops systems, processes, and tools to support regular analysis and visualization of data to support performance management ;
  • Collaborate closely with project team, government staff, the donor, and stakeholders to adapt the M&E methodologies to ensure they are consistent with expectations ;
  • Lead all aspects of the effective and compliant reporting of results and lessons learned and dissemination of programmatic results and other knowledge products ;
  • Meet and communicate regularly with the project team to discuss the status of ongoing M&E work and provide direct technical assistance in M&E as required ;
  • Lead the design and implementation of special assessments and evaluations ;
  • Contribute to the preparation of technical reports and communications products to reflect monitoring and evaluation results ;
  • Contribute to the development of strategies and annual project work plans of the project ;
  • Build capacity of project staff and implementing partners to understand, design, and implement M&E activities.

 

Applied Knowledge & Skills :

  • Extensive knowledge of concepts, practices, and procedures with monitoring and evaluation, quality assurance, special quantitative and qualitative studies, implementation science, social network analyses, KP size estimations, surveillance, and data monitoring systems ;
  • Ability to provide strategic leadership and advice to team, exchange information and collaborate with colleagues and peers within and outside the organization/project ;
  • Familiarization with CDC and PEPFAR data needs and performance monitoring plans ;

Supervision Given/Received :

  • Leads and advises members of the M&E Team of the project and sub-partners ;
  • Develops the goals, budget, and capacity building needs for M&E ;
  • Develops and recommends solutions to improving project performance ;
  • Reports to the project director and to the FHI 360 HQ SI backstop/supervisor.

 

Education :

Master’s Degree or its International Equivalent in epidemiology, public health, statistics, demographics, economics, or related field

 

Experience :

  • At least 10 years’ experience providing technical assistance in or conducting and/or leading monitoring and evaluation work, quantitative or qualitative research, or implementation science studies in donor funded projects (including 3+ years of leadership, strong intuition for business and/or line management experience) ;
  • Sound expertise in M&E, especially for large scale projects targeting key populations ;
  • Demonstrated ability to work with technical and management teams in Malawi and to produce results within specific timeframes while meeting deadlines. Strong interpersonal and partnership skills ;
  • Extensive experience in the use of mixed measurement methods required for monitoring and evaluation of public health programs with a health system strengthening component ;
  • Consistent track record of successful working relationships with CDC ;
  • Highly developed English-language writing and presentation skills ;
  • Experience using statistical software packages such as EpiInfo, SAS, SPSS, Power Bi, DHIS II, or Stata for data analysis and modeling ;
  • Strong scientific and technical writing skills.

  • Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard ;
  • Ability to sit and stand for extended periods of time ;
  • Ability to lift 10 lbs.

Travel Requirements :

Ability to undertake frequent local travel to project sites and IP offices.
