UNICEF Indonesia is looking for a qualified writer to make an accessible narrative (approx. 12,500 words) about the situation of children and adolescents in Indonesia, based on a recent research report commissioned by UNICEF and other relevant inputs documents. The narrative will inform the development of UNICEF’s Country Programme 2021-2025 and serve as a critical reference document for UNICEF, Government and Development Partners.

A main input for the narrative will be the recent research report Situation Analysis of Children and Youth in Indonesia (approx. 93,000 words) which will be jointly published by the Government of Indonesia and UNICEF in late 2019.  It provides insight in the development outcomes of children and youth as well as opportunities and barriers in the policy response concerned with these outcomes. It combines two different approaches: the Sustainable Development Goals (SDGs) and the Convention on the Rights of the Child (CRC). As for the SDGs, which themselves combine social and economic development with the environment agenda, the analysis is done through the lens of multi-dimensional poverty and risk. Regarding multi-dimensional poverty, the study looks into key trends and policy interventions in the areas of financial poverty, education, health, nutrition as well as water, sanitation and hygiene. As for risk, the analysis gives insight in the current and future risks children in Indonesia face, including among others natural disasters, radicalization and environmental degradation. With regards to the CRC, the Situation Analysis looks into issues affecting the dignity of children, including among others violence, birth registration and child trafficking. Critically, the analysis concludes by taking a closer look at issues that cut across sectors and approaches.

The consultant is expected to synthesize the Situation Analysis research into a more concise story-like reading of the situation of children and adolescents in Indonesia (around 25 pages excluding graphs and pictures), while drawing from and complementing it with relevant inputs from a few selected additional studies, including the recent report Achieving the SDGs for children in Indonesia: Emerging findings for reaching the targets and the UN Indonesia Common Country Assessment. The content of the narrative should focus on the major findings and most important pieces of evidence telling the story about the situation of children, while fitting it into Indonesia’s wider demographic and socio-economic context. It should present these in both an accessible and constructive manner including an appropriate selection of pictures. Of importance will be that available data is used in graphs and in text to explain and support a coherent narrative about the situation of children in Indonesia. For this, the consultant will propose a selection of photographs and graphs that can be used as infographics in support of the text. To do so, the consultant will have access to UNICEF’s photo database and could be working with a graphic designer hired separately by UNICEF.

 

Tasks & Outputs :

  1. Inception call/meeting with UNICEF team and drafting of workplan. Output: agreed workplan ;
  2. Review of the Situation Analysis and selected additional inputs such as the 2030 SDG Analysis on Children in Indonesia and the UN Common Country Assessment; Drafting of the annotated outline. Output: Annotated outline of the synthesis ;
  3. Drafting of synthesis report, including simple visualizations of data. Output: A draft synthesis report ;
  4. Incorporation of UNICEF Feedback (most likely 2 or 3 rounds of feedback). Output: Concise and accessible narrative about the situation of Children and Adolescents in Indonesia (approx. 12,500 words) with graphs and pictures.

 

To qualify as an advocate for every child you will have…

  • Master’s degree ;
  • A minimum of 5 years of work experience in professional reporting, copywriting, editing or journalism related to development, social and/or economic issues  ;
  • Experience with graphically communicating social or economic information ;
  • Experience in analysis of children’s rights and development is an asset ;
  • Work experience in Indonesia and a good understanding of Indonesia’s development and policy context is considered an asset ;
  • Experience in writing human-interest stories.
