REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES) FOR THE PREPARATION OF A FEASIBILITY STUDY FOR THE CREATION OF A LEASING PLATFORM FOR AFRICAN AIRLINES

 

  1. The African Development Bank (AfDB) is the premier pan-African development institution, promoting the economic growth and social progress across the continent. The Bank delivers financial and technical supports to regional member countries (RMCs) through transformative projects that will significantly reduce poverty and bring inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas (High 5s) have been identified for scaling up and accelerate the Bank’s delivery, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa. The transport sector is a key focus area for the Bank within the High 5s. And the Bank sees its support to the African Aviation sector as a critical dimension of the Integrate Africa High 5 strategy. The challenge related to physical landscape obstacles between communities, countries, and even entire regions, provides true opportunities to air transport to accelerate the development of connectivity in Africa.
  2. In 2018, the Bank adopted a framework and guidelines document for its support to the aviation sector in Africa. It recognizes that regional integration is key for stimulation of the demand in air transport for persons and goods provided the intra-African air transport is more efficient, the customer service is improved, fares are more competitive and tourism is promoted. Whilst the Bank aims to be a main player in addressing those pre-requisites, it has also identify the scarcity of financing as well as unfavourable financing conditions or tougher requirements for African borrowers (airlines, in particular) compared to other regions as a challenge hindering the sector’s development. Based on this diagnosis, the Bank has identified the easing of access to finance and aircraft leasing for African airlines as one of the actions that it could undertake to contribute to the improvement the operational efficiency of airlines.
  3. The African Development Bank is therefore seeking the services of a specialized firm with qualified professionals for the preparation of a feasibility study on the creation of a leasing platform for African airlines. The study will explore means and options for creating an efficient company that would strengthen and sustain the development of a viable airline industry in Africa. It should be detailed enough to address the feasibility and viability of such an initiative, the resulting benefits of an African aircraft leasing company for African carriers, the adequate legal and financial arrangements for such a company as well as the type of intervention/instrument that could be provided by the Bank in setting up this leasing company.
  4. The Infrastructure and Urban Development Department (PICU) now invites consulting firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, evidence of joint venture if applicable etc.).
  5. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Rules and Procedures for the uses of Consultant, May 2008 edition, revised July 2012, which is available on the Bank’s website here. The Bank is under no obligation to shortlist any consulting firm who expresses interest.
  6. Expression of Interest shall be submitted electronically in English and/or in French indicating Expressions of Interest for the Consultancy Services for “the Preparation of a feasibility study for the creation of a leasing platform for African airlines”.
  7. Interested consulting firms may obtain further information at the address indicated below during the Bank’s working hours; 0800hrs – 1700hrs, Monday to Friday.
  8. Expressions of Interest shall be submitted, no later than Monday 8th October 2018 to the address below:
