This request for expression of interest follows the General Procurement Notice for this project that appeared on the African Development Bank Group’s Internet Website(www.afdb.org) 16th August, 2018.

International Institute of Tropical Agriculture (IITA) is implementing the TAAT Clearinghouse, financed through a grant from the African Development Bank towards the cost of the Technologies for African Agricultural Transformation (TAAT) Program and intends to apply part of the proceeds for this grant to facilitate payment for a consultant-TAAT Country Liaison Officer for IITA-DRC Office in Kinshasa.

The Consultant is expected to establish a coordination and monitoring mechanism for linking TAAT activities to national country programs and projects and in support of DRC’s priorities such as contained in national agricultural investment plans (NAIPs); Design and describe operational processes for Compacts operating in DRC that will streamline overlapping efforts and avoid unnecessary duplication of work; Serve as liaison to all TAAT compacts and facilitate the planning and implementation of all the TAAT compacts’ activities in the run up to the October event; Facilitate the planning of TAAT activities in DRC by ensuring the participation of all

The desired consultant should possess an advanced degree (MSc or PhD) in agriculture or related field in agricultural development with over 15 years of experience in Agriculture Development with experience in at least one of the following areas: Crops, Fisheries, Livestock, Nutrition, Gender, Agricultural Sector Transformation, Capacity Building, Agribusiness Enterprise Development, Partnerships and Policy Influence); Have over 10 years of leading and managing teams in agricultural development projects with knowledge of design of and technical support for activities intended to promote agricultural technologies; Have knowledge of the TAAT program or other agricultural transformation project activities in DRC and be fluent in French and English languages.

IITA now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultant must provide comprehensive curriculum vitae information indicating that they are qualified to perform the services including a description of similar assignments done and experience in similar conditions.

A consultant will be selected in accordance with the procedures set out in the Bank’s October 2015 edition of the Bank’s Procurement Policy framework 1.The assignment shall be for a duration of two months and is expected to start on 30th September 2019.
