CONSULTANCY SERVICES FOR BASELINE STUDIES ON ENERGY EFFICIENCY IN

HOUSEHOLD, INDUSTRIAL AND MUNICIPAL STREETLIGHTING SECTORS

  1. The African Development Bank hereby invites consulting firms to indicate their interest for the implementation of specific activities under the Addis Ababa Energy Efficiency Program ;
  2. Following consultations with the authorities in Ethiopia, AfDB has identified opportunities for implementing energy efficiency initiatives in the household, industrial and municipal street lighting sectors. The objective of this request for Expression of Interest is to establish a shortlist of qualified consulting firms, with a local presence in Addis Ababa Ethiopia, to mainly: carry out baseline energy consumption surveys, identify barriers for Energy Efficiency measures implementation in each sector, and carry out a mapping of opportunities for Energy efficiency measures in the targeted sectors ;
  3. The information collected will constitute the baseline for assessing the impacts of future energy efficiency schemes, and to support the design of Energy efficiency strategies, policies and schemes for the target sectors. The activities are expected to be carried out from November 2019 to May 2020 ;
  4. The services include 3 lots, depending on their areas of expertise and resources availability, consulting firms may decide to bid for one of more of the lots.

Lot 1: Household baseline energy consumption survey and identification of supply constraints for Energy Efficient appliances including notably lighting, cooling, electric cooking and solar water heating.

The baseline study aims at identifying and documenting the energy consumption patterns of residential consumers in all tariff bands, through a combination of surveys of a representative sample of households and measurements of energy consumption and high efficiency equipment acquisition needs and drivers. Another component of the study aims at understanding the supply side constraints for energy efficient appliances by analysis the import data, distribution channels, barriers and consumer behaviour.

This assignment calls for expertise in building services along with energy auditing skills and measuring equipment. Prior experience in energy modelling and measurement campaigns will be an advantage.

Lot 2: Survey of the status and baseline energy consumption of street lighting in Addis Ababa Municipality leading to a utility model for energy efficient lighting services.

The survey will cover all the streetlights in the Addis municipality area and will be based on a physical survey of lighting circuits to assess the status of effective operation of lights and lighting levels achieved. It is desirable to gather data by mapping of the street lighting through a Geographical Information System including each lamp description and status. Another deliverable required will be the bills of energy consumed (including analysis and consolidation) and documentation of the current practices for operation and maintenance of streetlights and the corresponding costs.

Lot 3: Survey of Energy consumption in the Industrial sector and mapping of EE opportunities

The survey will focus on large industrial consumers and SMEs equally to documents the consumption profiles, energy demand, energy intensive equipment, specific energy profiles and foreseen barriers for EE projects development and implementation. The survey will include field visits to a number of industrial consumers, to cover the main industrial sectors in Addis Ababa.

  1. The Renewable Energy and Energy Efficiency Department invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or consortium, shall provide information on their qualifications and experience demonstrating notably their ability to provide the required services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, availability of measurement equipment etc.) ;
  2. The expressions of interest should follow the following format. We suggest the firms to keep the submission below 20 pages.
  3. Details of the firm or consortium (including nationality of the firms and contact person) and including DACON registration number (max. 1 page);
  4. Expression of Interest (max. 5 pages) detailing your strengths, expertise, approach and any information you believe relevant for each Lot ;
  5. Experience in similar Assignments (max. 5 pages) for each Lot ;
  6. CV of Key Staff members (max. 5 pages) ;
  7. Any additional document /section you believe relevant ;
  8. Eligibility criteria, establishment of the short-list and selection procedure shall be in accordance with the African Development Bank’s: “Procurement Policy for Bank Group Funded Operations, October, 2015” which is available on the Bank’s website at http:/www.afdb.org ;
  9. Please note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
