Youth Entrepreneurship and Innovation Multi donor Trust Fund

  1. The African Development Bank, under the auspices of its Jobs for Youth in Africa Strategy 2016-2025, and with particular reference to its Youth Entrepreneurship and Innovation Multi Donor Trust Fund (YEI MDTF) supported by Denmark, Norway, The Netherlands, Sweden and Italy, hereby invites business incubators, accelerators, and other similar Enterprise Support Organizations (ESOs) to indicate their interest to take part in competitive bidding processes to provide Business Development Services (BDS) to youth led start-ups and MSMEs in East Africa. The BDS delivered to youth led start-ups and MSMEs will strengthen their capacity and improve their access to financial services. The Bank is looking to support existing BDS programs and build the capacity of ESOs to strengthen their existing programs, support their growth or expand ;
  2. The BDSs are to be provided in East Africa. ESOs are expected to be committed to working with youth-led start-ups and MSMEs in countries of fragility and considered hotspots of economic migration (refer to the list in Annex) ;
  3. The BDS are to be provided to youth led MSMEs and start-ups with a viable product or business models that are promising in terms of inclusive job creation and national social and economic development impact, but lack sufficient capacity and cannot provide the requisite collateral for accessing funds from financial institutions. In line with the JfYA Strategy and AU definitions, the YEI MDTF adopts the definition of youth as those aged between 15 and 35. ESOs should have the capacity to deliver BDS to minimum cohorts of 400 youth led MSMEs in one year, with at least 50% of the youth led MSMEs being led by women ;
  4. These services will be provided by Enterprise Support Organizations (ESOs) already providing business development services in East Africa to youth led start-ups/MSMEs. ESOSs are defined as institutions1 that deliver Business Development Services (BDS) to youth led entrepreneurs and MSMEs, such as business incubators, business development accelerators, financial intermediaries or similar institution that provide BDS committed to promoting economically viable youth-led businesses ;
  5. Specific areas of support include, but are not limited to, training and BDS provision in :
  • Feasibility (financial/economic) studies ;
  • Market research and analyses ;
  • Investment/business plan development and readiness ;
  • Legal advisory services ;
  • Financial structuring ;
  • Product development, quality standards and certification ;
  • Market and financial access.

These interventions should lead to new investments, enhanced productivity and competiveness of youth led start-ups/MSMEs and lead to an increase in youth employment.

  1. The Human Capital Youth and Skills Development (AHHD) invites Enterprise Support Organizations (ESOs) with operations in East Africa, including incubators, accelerators and similar organizations committed to promoting bankable youth-led businesses through training, mentorship and other enterprise support to indicate their interest in providing BDS under the YEI MDTF. Interested eligible2 ESOs shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, pitch deck, teasers, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.). In addition to these documents and in order to facilitate the pre-selection process, ESOs are requested to complete the online screening questionnaire using the following link : https://surveys.afdb.org/opinio/s?s=YEIMDTF ;
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank Procurement Policy and Procedures for the Recruitment of Corporate Consultants.

Please, note that interest expressed by an ESO does not imply any obligation on the part of the Bank to include it in the shortlist of institutions that will be invited for competitive bids ;

  1. The estimated duration of services is twelve months (12) ;
  2. Interested ESOs may obtain further information at the email address below during the Bank’s working hours: between 09:00 – 17:00 local time.
  • Institutions are defined as a public or private entity such as a consulting firm, a design engineering or work supervisory firm, an organization and management advisory firm, a procurement agent, an inspection agent, an audit firm, a specialized agency or another multinational organization, a merchant bank, universities, a research institute, a government agency, a non-governmental organization (NGO) ;
  • Consulting firms are eligible if their statutes comply with the laws of the AfDB Member Country in which they are registered and in which they have their principal place of business, the majority of their shares are held by nationals of Member Countries (to the extent that the shareholders are or may be publicly known), they are not under sanction by the Bank, and they meet the conditions and qualifications prescribed by the Bank, in particular “The Rules and Procedure for the Use of Consultants”.
  1. Expressions of interest must be received electronically (by email only) at the address below no later than 17:00 GMT on September 26, 2019. Expressions of interests must specifically mention: Business Development Services (BDS) provision in East Africa to youth led start-ups and MSMEs.
