REQUEST FOR EXPRESSIONS OF INTEREST FOR THE RECRUITMENT OF PROJECT ADMINISTRATIVE OFFICER

The Federal Government of Somalia has received financing from the African Development Bank towards the cost of the Technical Assistance (TA) and Capacity Building for the Establishment of the Regulatory Authority for Energy sector (ERA) and intends to apply part of the agreed amount for this Grant to payments under the contract for the Project Administrative Officer.

The Ministry of Finance (MoF) and Ministry of Energy & Water Resources (MoEWR) of the Federal Government of Somalia, is seeking to recruit an individual local consultant as an Administrative Officer to support the Project. The services to be provided under the assignment include:

The services to be provided under the Assignment includes :

  1. The day-to-day administrative activities of the TA& capacity-building project ;
  2. Managing and undertaking the day-to-day correspondence, information sharing and filing of project activities ;
  3. Fulfilling the mandate of the MoEWR with regard to implementation of the project. Ultimately, the key objective of this assignment is to make sure that set targets on the TA capacity-building program have been successfully achieved within the project implementation period.

The Administrative Officer reports to the Project Coordinator of the PIU under the Ministry of Energy and Water Resources. The duty station is Mogadishu. The estimated duration of services is 10 months, and the estimated starting date is November 2021.

The MoF & MoEWR now invites eligible individual local consultants to indicate their interest in providing the above-described services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.). The Shortlisting criteria will be General qualification and relevant credentials for similar position (35%),

Adequacy for the assignment (30%), Relevant experience related to the project management (25%) and Language proficiency in English and Somali language (10%).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015, which is available on the Bank’s website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the MoF & MoEWR to include him/her in the shortlist
