REQUEST FOR EXPRESSION OF INTEREST (REOI)

(INDIVIDUAL CONSULTANT)

NON-OIL REVENUE MOBILISATION AND ACCOUNTABILITY IN SOUTH SUDAN

(NORMA-SS) PROJECT

  1. The Government of South Sudan has received a financing from the African Development Bank towards the implementation of the Non-Oil Revenue Mobilization and Accountability in South Sudan (NORMA-SS) Project and intends to apply part of the agreed amount of this loan to payments under the contract for hiring an individual consultant to provide Consultancy Services for Consultancy Services for Conducting an Assessment of the Customs Revenue Potential in South Sudan.
  2. Under the direct supervision of the Commissioner General of NRA, the Consultant will use existing Customs data for fiscal year 2021/2022 to derive potential customs revenue for the fiscal year in question through employing tested and objective approaches to similar assignments including deriving estimated customs revenue losses that arose from (the list is not exhaustive): Undervaluation of goods; Falsification of cargo manifests submitted to customs; Application of suspended (special) customs procedures such as transit, warehousing, referrals etc.; Exemptions abuse; Misclassification of goods; Incorrect specification of country of origin; Weak collection enforcement (lack of proper system to recover evaded duties discovered after customs release), and Poor customs staff integrity.
  1. The Ministry of Finance and Planning of the Government of the Republic of South Sudan invites Individual Consultants to express their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
  2. The estimated duration of this assignment is Four (4) months and is expected to commence in March 2023.
  3. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy for Bank Group Funded Operations, dated October 2015 available on the Bank Website at http://www.afdb.org. Pease, note that interest expressed by a Consultant does not imply any obligation on the part of the Ministry of Finance and Planning to include him/her in the shortlist.
  1. Interested applicants must have the following educational qualification and professional experience:
  2. Possession of at least a Master’s Degree in Taxation/Customs, Economics, Law or any business field;
  3. Minimum of ten (10) years’ experience in customs administration, having served in a senior managerial position for at least five (5);
  • Considerable customs experience in the region is necessary; with professional experience in South Sudan being an added advantage, and
  1. Proficient command of English is necessary whereas working knowledge of Arabic will be an added advantage.
