REQUEST FOR EXPRESSIONS OF INTEREST

“Revamping and transforming the Bank’s Websites.”

  1. The African Development Bank (AfDB) invites Consulting Firms to indicate their interest in the following Assignment: Revamping and transforming the Bank’s Websites.
  2. The primary aim of this project is to undertake a comprehensive overhaul of the Bank’s primary website, afdb.org, in alignment with the recently introduced style guide. Initially, the project will focus on implementing the new design and style elements. The website is currently operating on the 7.x branch of Drupal.

Subsequently, in the second phase, the project’s objective is to execute a migration of the website to the most up-to-date version of the content management system (CMS). Simultaneously, the website will undergo a complete transformation to align with the recommendations outlined in the audit report. This phase will involve substantial changes and enhancements to ensure that the website meets the highest standards of performance, security, and user experience.

  1. SCOPE OF THE SERVICES
  2. Revamping the main Bank website

The primary aim of this project is to conduct a thorough revamp of the Bank’s primary website, afdb.org, in accordance with the newly introduced style guide. The initial phase of the project will prioritize the implementation of the fresh design and stylistic elements. The central objective of this assessment is to guarantee the website’s adherence to a unified and coherent visual identity, all while upholding standards of usability, accessibility, and user experience.

The chosen firm will bear the responsibility of conducting a comprehensive assessment of the website and subsequently taking actions to

  • Align with Brand Identity: Ensure the website’s design, colors, typography, and imagery adhere to the bank’s updated style guide to maintain brand consistency.
  • Enhance User Experience: In accordance with the recommendations from the audit, enhance the website’s navigation, layout, and overall usability to ensure a smooth and user-friendly experience for visitors.
  • Responsive Design: Ensure the website is fully responsive, adapting to various screen sizes and devices, including mobile phones and tablets.
  • Multisite configuration: using a shared codebase with individual databases, the implementation of both multisite and single search functionalities. Integration of Artificial Intelligence tools to elevate capabilities in Natural Language Processing, Search, and Information Retrieval. Additionally,incorporating Chatbots and Virtual Assistants, Knowledge Base Platforms, as well as User Analytics and Insights for an enriched user experience
  • Accessibility: Partner with a certified Web Accessibility Agency to make all content types accessible (HTML pages, PDF documents, videos, podcasts, and images).
  1. Transforming the main Bank website

The firm is expected to develop a web application to fully transform the main website by:

  • Upgrading to the latest branch of Drupal: The website should be migrated to the latest Drupal 10 core recommended version.
  • Align with Brand Identity: Ensure the website’s design, colors, typography, and imagery adhere to the bank’s updated style guide to maintain brand consistency.
  • Enhance User Experience: Improve website navigation, layout, and overall usability to provide a seamless and user-friendly experience for visitors.
  • Responsive Design: Ensure the website is fully responsive, adapting to various screen sizes and devices, including mobile phones and tablets.
  • Optimize Accessibility: Comply with accessibility standards (e.g., WCAG) to make the website usable for all, including individuals with disabilities.
  • Performance Enhancement: Enhance website loading speed and overall performance to reduce bounce rates and improve user satisfaction.
  • Content Organization: Reorganize and structure content to make it more intuitive and easier for users to find relevant information.
  • Security Upgrades: Implement robust security measures to protect user data, transactions, and sensitive information.
  • Mobile Compatibility: Optimize the website for mobile platforms, catering to the increasing number of users accessing it via smartphones.
  • Search Engine Optimization (SEO): Improve the website’s search engine ranking through SEO best practices, making it more discoverable to users.
  • Interactive Features: Introduce interactive elements, such as project mapping, Geographic information systems, and data visualization to engage visitors.
  • Multilingual Support: Implement multilingual capabilities to cater to a diverse audience and non-native speakers. Four languages are supported on the website: Arabic, English, French, and Portuguese.
  • Integration of Social Media: Seamlessly integrate social media platforms to enhance user engagement and content sharing.
  • Analytics and User Tracking: Set up analytics tools to monitor user behavior and gather data for ongoing optimization.
  • Compliance with Regulatory Requirements: Ensure the website complies with all relevant financial and data privacy regulations.
  • Feedback Mechanisms: Establish feedback channels for users to provide input and suggestions for continuous improvement.
  • Training and Documentation: Provide training to staff responsible for managing and updating the website and create documentation for future reference.
  • Quality Assurance: Conduct thorough testing and quality assurance checks to identify and rectify any issues or bugs before launch.
  • Timely Project Delivery: Adhere to a well-defined timeline for project completion to ensure the revamped website is launched promptly.
  • Post-launch Monitoring: Continuously monitor website performance, user feedback, and security to make ongoing enhancements and updates as needed.
  1. Transforming the intranet and event’s websites
  1. DELIVERABLES AND TIMETABLE

The following are the key deliverables excepted throughout the assignment.

  • For the main website:
  • Full Drupal 7 theme reflecting the Bank’s new style guide, guided installation and configuration (within a month)
  • Full working Drupal 10 website (modules, code, DB, Configuration, migrated content, documentation – 3 months) using a multisite solution to have a separate database for some sections of the website
  • Full Drupal 10 templates for the other websites (modules, code, DB, Configuration, migrated content, documentation – 3 months). Part of the first multisite setup.
  • Full Drupal 10 template for the intranet (modules, code, DB, Configuration, migrated content, documentation – 3 months). Standalone setup.
  1. REQUIRED EXPERIENCE AND QUALIFICATIONS

1.1 Experience of the firm

  • Expertise with Drupal: proven track record of successfully developing and maintaining Drupal websites. Well-versed in Drupal’s architecture, features, and best practices.
  • Portfolio and Case Studies: Actual web portfolio (Provide URLs to operational Drupal websites as evidence demonstrating the agency’s or the involvement of several team members in their development.) and case studies to assess the quality and diversity of past Drupal projects. Non-Drupal websites should not be included.
  • Client References on Drupal projects: If any, including contact information.
  • Technical Proficiency: Technical skills, including the ability to customize and extend Drupal to meet specific requirements.
  • Design Capabilities: Capabilities to create visually appealing and user-friendly websites in the industry of banking, international organizations, and MDBs.
  • Project Management and Communication: Clear project management processes, communication methods, and responsiveness.
  • Scalability and Performance
  • Security Practices: Effective safe coding, vulnerability assessments, security assessment tools.
  • Support and Maintenance: Ongoing support, maintenance, and updates after the website’s launch.
  • Training
  • Accessibility and Compliance: Fully knowledgeable about web accessibility standards and ability to build websites that adhere to relevant regulations (e.g., WCAG for accessibility). The accessibility agency should validate the accessibility requirements for all content types.
  • Flexibility and Customization: Ability to customize Drupal to meet the Bank’s unique requirements and adapt to changes in project scope. This involved the ability to developed custom modules.
  • Contract and Legal Considerations: Contract terms should be clear and solutions based on OpenSource. The Bank should never face any intellectual property issues in the execution of the contract.
  • Understanding of the Bank’s objectives and the ability to align web platforms with these overarching goals.

1.2 Team Composition & Qualification Requirements for the Key Experts

The composition of the team working on the assignment is of critical importance and should include at minima:

  • Leadership team:

A committed project leadership team with strong experience in web auditing, project management, strategic communication, composed of:

  • 1 Project Manager, at least at Director Level (A minimum of a Master’s degree is required.)
  • Senior Web Developer/Designer (A minimum of a Master’s degree is required.)

Content Strategist/Copywriter (A minimum of a Master’s degree is required.)

  • Core project team :

The proposed project team shall have the following composition.

  • Project Manager (at least 15 years of experience with a minimum of a Master’s degree)
  • Senior Web Developer (at least 10 years of experience with a minimum of a Master’s degree)
  • Content Strategist/Copywriter (at least 10 years of experience with a minimum of a Master’s degree)
  • Developers (at least 6 years of experience with a minimum of a Bachelor’s degree)
  • Graphic Designers(at least 6 years of experience with a minimum of a Bachelor’s degree)

All leadership and core project teams shall have the ability to communicate and produce reports in English. The deliverables will be produced in English. The ability to communicate in French is desirable.

  1. The Corporate IT Services Department (TCIS) invites eligible firms to indicate their interest in providing these services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services with appropriate links and detailed technical specifications, experience in comparable Assignments, availability of qualified staff, detailed resumes etc.). A comprehensive timeline, development process, and means for content migration should be provided.
  2. The eligibility criteria, the establishment of a shortlist, and the selection procedure shall conform with the Bank’s Procurement Policy and Procedures for Recruitment of Corporate Consultants. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
  3. The implementation timeline will be over six (06) months. The tentative start date is 01 March 2024.
  4. The work will be carried out remotely using the Bank’s communication tools.
