REOI FOR HIRING A CONSULTING FIRM TO REVIEW THE EXISTING LEGAL AND REGULATORY FRAMEWORK FOR E-PAYMENT SYSTEMS IN MALAWI AND DEVELOP A DRAFT ENHANCED E-PAYMENTS LEGAL AND REGULATORY FRAMEWORK

  1. The Malawi Government has received financing from the African Development Bank toward the cost of financing the Support for Digitalization, Financial Inclusion and Competitiveness (DFIC) project and intends to apply part of the agreed amount for this grant to payments under the contract for assessing e-payment systems legal and regulatory framework in Malawi (Gap Analysis).
  2. The services included under this project are to undertake a review of the existing e-payment systems legal and regulatory framework (Gap Analysis) and to develop an enhanced e-payments legal and regulatory framework that can promote increased adoption and usage of digital financial services especially for marginalised groups such as women, youth, MSMEs, people living with disabilities, the internally displaced, the financially illiterate and rural populations.
  3. The Ministry of Finance and Economic Affairs now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
  4. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” October 2015, which is available on the Bank’s website at http://www.afdb.org.
