TERMS OF REFERENCE FOR RECRUITMENT OF AN INDIVIDUAL

GENDER CONSULTANT

The African Development Bank invites applications from suitably qualified Individual Consultants to express their interest in the role of a Gender Consultant under the Africa Disaster Risk Financing Programme (ADRiFi).

TERMS OF REFERENCE

  1. Introduction and Background

The Bank:

Established in 1964, the African Development Bank (the “Bank”) is the premier Pan-African development institution promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries). The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten-Year Strategy (2013 – 2023) and ensure greater developmental impact, five major areas (High 5s) have been identified for scaling up, namely, Light Up and Power Africa, Feed Africa, Industrialize Africa, Integrate Africa and improve the quality of life for Africans.

The Hiring Department:

As one of the two departments responsible for implementing the Bank’s Feed Africa strategy, the core mandate of the Agriculture Finance and Rural Development Department (AHFR) is to implement the strategy of the Bank related to agricultural and rural finance and rural development. This is done through, executing sovereign and non-sovereign operations for the transformation of agricultural value chains, supporting de-risking mechanisms of agricultural value chains both at

sovereign and non-sovereign level, representing the Bank with external stakeholders, providing sector expertise to the regions through gathering of experts who can be consulted by operations and closing the financing gap for private sector-led development of agricultural value chains.

Africa Disaster Risk Financing Programme:

Future climate projections indicate that one of the most serious consequences of climate change is the likelihood of increased frequency and intensity of extreme weather events. This will have devastating consequences for human wellbeing and the livelihoods of rural people in poor countries. The agricultural sector employs about 60% of the population and represents at least 30% of Gross Domestic Product in most countries in Africa. The sector is made up of smallholder farmers that rely on rainfed farming and are highly vulnerable to climate hazards, such as droughts, floods and tropical cyclones. Such events trigger destabilizing situations and cause extensive loss of livelihoods and property in many Regional Member Countries (RMCs). Climatic shocks also regularly disrupt economic growth of most RMCs and the pressure on budgets for managing unanticipated humanitarian needs is growing with time. While ex-post approaches have been filing the financing gap for disaster response and recovery in the past, growing humanitarian needs including the impact of the Covid-19 pandemic has led to a huge financing gap necessitating a shift towards ex-ante climate and disaster risk management solutions. It is in this context of managing impacts of climate hazards that the Bank established the Africa Disaster Risk Financing (ADRiFi) Programme with the overall goal to enhance the resilience and response to climate shocks in RMCs by improving the management of climate disaster risks.

The ADRiFi Programme’s specific objectives are: (i) to strengthen the capacity of RMCs to evaluate climate-related risks and costs and elaborate subsequent adaptation measures; and (ii) to promote the development and provision of efficient disaster risk financing and climate insurance solutions and support their financing for enhanced preparedness to climate shocks. ADRiFi’s outcomes include: (i) efficient and timely first-response delivery to targeted beneficiaries affected by disasters, and (ii) strengthened resilience to climate-related disasters in RMCs. These outcomes have been pursued through a comprehensive capacity building programme, designed to assist RMCs to quantify and manage their climate risk, and to make informed decisions regarding transferring risk to the market through insurance, as part of a holistic national risk management strategy. The implementation of the ADRiFi programme has also been supported by a Multi-Donor Trust Fund (ADRiFi MDTF) established in 2021.

To date, the ADRiFi programme is operational in 15 RMCs and has invested more than USD 60 million in supporting ex-ante solutions for climate disaster risk management. As part of AfDB procedures and Gender Strategy 2021-2025, all projects are screened by a Gender Marker System (GMS) and a gender category is issued. The GMS is a four-category system that marks the extent to which the design of a project has integrated gender equality perspectives. The GMS is also expected to assist in tracking the proportion of funds devoted to advancing gender equality and will be part of the internal financial reporting system and/or results reporting structures. The overall objective of the GMS is to systematize the Bank’s approach to gender mainstreaming in its operational work. The ADRiFi programme like all other Bank programmes is expected not only to mainstream gender but integrate gender equality in programming. The ADRiFi programme is categorized as Category II (GEN II, GenderOutcomes) implying that at least one of the outcomes of the programme is focused on gender equality and women’s empowerment and all operations must include a budgeted Gender Action Plan (GAP).

  1. Objectives of the Assignment

In the context of the above, the Bank is seeking the services of a Gender Consultant to support the ADRiFi Coordination Unit to implement and backstop gender activities throughout its programming. The Consultant will be responsible for implementing the programme’s GAP and support the Task Managers to implement country-specific GAPs.

  1. Duties and Responsibilities

Under the overall guidance and direct supervision of the ADRiFi Coordinator and the Director of the Agriculture Finance and Rural Development Department, the Consultant will perform the following specific tasks:

  1. Conduct intersectional gender analysis and climate vulnerability assessments to inform ADRiFi project design, selection of relevant gender indicators, and using the Global Affairs Canada (GAC) gender GBA+ approach, to effectively carry out relevant interventions that will benefit women and children and address their disproportionate high exposure to risk in RMCs.
  2. Mainstream gender into the monitoring and evaluation system for the programme and capacitate Project Management Unit (PIU) staff in supported countries.
  • Provide input and advice on project expected results, activities, assumptions, risks and mitigating strategies. Provide input into defining, collecting, and analysing sex-disaggregated baseline; define gender equality indicators and targets for the performance measurement framework.
  1. Monitor implementation and report the ADRiFi programme gender equality outcomes based on GAC’s Feminist International Assistance Policy and the AfDB’s Gender Marker System (GMS).
  1. Ensure learning and knowledge dissemination of the gender equality aspects of the ADRiFi programme through desk reviews, working papers, advocacy materials, blogs, briefs and any other requirements to generate and share knowledge.
  2. Strengthen strategic partnerships through co-organized and targeted training and capacity building events and activities related to gender equality, climate risk management and climate resilience.
  • Support the development of mutually reinforcing partnerships and communities of practice within and outside the Bank as related to gender, climate risk management and climate resilience.
  • Develop a gender-sensitive communication strategy to sensitize on climate risks, gender, Disaster Risk Management and on all the GAP activities (using materials, media reaching all segments of the population).
  1. Support resource mobilization efforts of the ADRiFi programme by contributing to the design of gender-sensitive proposals and briefs.
  2. Perform other work-related and relevant duties assigned by the ADRiFi Coordinator.

  5. A comprehensive work plan elaborating gender mainstreaming activities that will be implemented in RMCs within the contract period.
  6. At least five trainings delivered to on Gender and DRM completed within the contract period.
  7. Gender analysis and climate vulnerability assessments provided in all new ADRiFi projects.
  8. A gender-sensitive results measurement framework produced for ADRiFi 2.0
  9. Qualifications, Experience and Skills Required

Education

  • Master’s degree in any of the related areas: gender, climate change, environment, sustainable agriculture, sustainable development.

Experience

  • At least 6 years’ experience conducting research and analysis in the area of gender equality and at least one other related theme, including climate change adaptation, natural resources management, sustainable development and agriculture;
  • Demonstrated experience in designing and facilitating trainings on gender equality and climate change for government officials and civil society representatives in developing countries;
  • Demonstrated experience in gender monitoring and evaluation and mainstreaming including policy analysis and design of programmes that address gender equality issues;
  • Demonstrated experience working on policy and programmatic issues with national and local governments and civil society organizations including community organizations in the area of gender equality and climate change;
  • Strong understanding of the links between climate change and gender issues;
  • Experience or strong familiarity working with government, multilateral, bilateral and civil society development partners;
  • Excellent analytical, writing, advocacy, presentation, and communications skills;
  • Demonstrated ability to work independently;
  • Strong proficiency in oral and written English and or French with excellent communication skills as demonstrated by an ability to express ideas clearly, logically and effectively;
  • A national of one of the Bank’s regional or non-regional member countries.
  1. Administrative and Technical Reporting

The Consultant will be part of the ADRiFi Coordination Unit (CU), which is responsible for the day-to-day management of the ADRiFi activities, under the supervision of the ADRiFi Programme Coordinator.

  1. Duration of the Assignment

The assignment will be until 31 December 2024 initially, with possibility of renewal based on performance and availability of resources. The assignment is expected to start as soon as possible.

  1. Remuneration

The Consultant will receive a monthly lump sum in line with Bank remuneration policies. No additional benefits or per diems will be paid. The Consultant is responsible for his/her own health insurance and accommodation costs. The Bank will cover full costs of any required missions and provide per-diem in accordance with rules governing consultant mission travel. The Bank will also cover or reimburse any related costs pre-approved and required to carry out deliverables appropriately.

  1. Duty Station

The indicated duty station will be Abidjan, Cote d’Ivoire but may be undertaken remotely upon negotiation with the ADRiFi Coordinator and subject to the Bank’s policy on Remote Work.

Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, work samples, reference to similar services, experience in similar assignments, etc.)

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedure for individual Consultants Recruitment.
