REQUEST FOR EXPRESSIONS OF INTEREST – (INDIVIDUAL CONSULTANTS)

URBAN WATER SECTOR REFORM AND AKURE WATER SUPPLY AND

SANITATION PROJECT (UWSR/AWSSP)

Technical Assistant Environmental and Social Safeguards

  1. The Federal Government of Nigeria has received financing from the African Development Bank towards the cost of the Urban Water Sector Reform and Akure Water Supply and Sanitation Project and intends to apply part of the agreed amount of the loan to payments under the contract for Consultancy Services for the Technical Assistant on Environmental and Social Services. The Consultant will provide Technical Operational Support to the PIU of Ondo State Water Corporation for an initial period of 2 years.
  2. Reporting to the project Coordinator, the scope of assignment for the Technical Assistant on Environmental and Social Services shall include: –
  3. Review the Bank’s environmental and social policies’ requirements, including climate change and gender related issues.
  4. Review the applicable national legislations, regulations, norms, standards and procedures, including national legal Authorization, Permits and Certificates required prior to actions.
  5. Review available reports on the Akure Water project including the project appraisal report, the Loan/grant agreements, the environmental and social impact assessment, especially the Environmental and Social Management Plan necessary for the assessment of the periodic implementation monitoring report.
  6. Organize an opening meeting with the auditee’s management, and where applicable, representatives of the project’s Implementing Agency, Contractor, etc.
  7. Evaluate the actual capacity for managing and monitoring implementation of agreed mitigation measures and related E&S documents applicable to the project.
  8. Hold consultation(s) with the relevant regulatory agencies and stakeholders (including but not limited to the project implementation unit (PIU), local beneficiaries, project affected persons, civil society, government ministries, and contractors), on the status of the project with respect to identified E&S risks and impacts as well as planned and implemented mitigation measures and legal permits.
  9. Carry out project site inspections to assess project implementation activities including management of contractors and related environmental and social risks and impacts.
  10. Organize a closing meeting with the auditee’s management and those responsible for the functions audited. The purpose of this meeting is to present audit findings to ensure that they are clearly understood and acknowledged by the auditee. Any outstanding diverging opinion between the audit team and the auditee should be discussed and recorded.
  11. The Ondo State Water Corporation now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (Curriculum Vitae (CVs), description of similar assignments, experience in similar Assignments, etc.). The Consultant should demonstrate the following qualifications and experience:
  12. At least a master’s degree in environmental and social management disciplines.
  13. Membership of E&S related professional associations, especially in the country
  14. A minimum of five (5) years of relevant professional experience in environment and social studies and monitoring of projects approved by the Federal Ministry of Environment. Experience in the broad areas of environmental and social assessment and, in environmental management and monitoring.
  15. Experience in preparing and/or managing the implementation of ESIAs, ESMPs, and RAPs of projects financed by AfDB or other DFIs.
  16. Knowledge of AfDB and related multilateral institutions’ Environmental and Social procedures and documentation.
  17. Experience in training capacity building of in-house personnel will be a distinct advantage;
  18. Excellent analytical skills and report writing.
  19. Eligibility criteria, the establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Funded Operations (October 2015), which is available on the Bank’s website at http://www.afdb.org.
