  1. The government of Rwanda (GoR) has secured funds from the African Development Fund

(ADF)’’  hereinafter  called  the  Bank  toward  the  cost  of  the  EAC:  MULTINATIONAL

(RWANDA/BURUNDI) CROSS BORDER ROAD UPGRADING PROJECT and intends to apply part of the proceeds toward payments under the contract for Execution and Upgrading of Nyagisozi- Remera-Nshili border road (18.00km). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.

  1. Rwanda Transport Development Agency (RTDA) now invites sealed Bids from eligible Bidders for Execution and Upgrading Works of of Nyagisozi- Remera-Nshili border road (18.00km) in Nyaruguru District.
  2. Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank’s Procurement Framework [the Procurement Policy for Bank Group Funded Operations, dated October 2015] and is open to all eligible Bidders as defined in the Procurement Framework.

  1. Interested eligible Bidders may obtain further information from Rwanda Transport Development Agency (RTDA), Email: procurement@rtda.gov.rw and inspect the Bidding document during office hours from 9:00AM to 5:00PM local time at the address given below. 
  2. The bidding Documents in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Ten Thousand Rwandan Francs only (10,000 FRW) or in a convertible currency. The method of payment will be by depositing such an amount in a Rwanda Revenue Account (RRA) opened in any commercial bank in Rwanda or, alternatively, in the account N° 1000007737 of RRA opened at National Bank of Rwanda.
  3. Bids must be delivered to the address below on or before 29/11/2023 at 10:00 a.m., local time (8:00 GMT). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address above on the same day, at 10:30 A.M local time (8:30 GMT).
  4. All Bids must be accompanied by a Bid Security of Six Hundred Million Rwandan Francs (600,000,000 FRW) or its equivalent in a freely convertible currency.
  5. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award
