REQUEST FOR EXPRESSION OF INTEREST QUALITY AND COST BASED SELECTION (QCBS)

ASSIGNMENT TITLE : CONSULTING SERVICES FOR THE DESIGN REVIEW AND SUPERVISION OF THE CONSTRUCTION OF DUFOR ADIDOME – ASIKUMA JUNCTION (39.2KM) AND ASUTUARE – AVEYIME (23.9KM)

INCLUDING INTERCHANGES AT DUFOR ADIDOME AND ASIKUMA JUNCTION

The Government of the Republic of Ghana (GoG) has received financing from the African Development Bank (AfDB) towards the cost of the implementation of the Eastern Corridor Road Development Programme – Phase 1 – Construction of Dufor Adidome – Asikuma Junction (39.2km) and Asutuare – Aveyime (23.9km) Including Interchanges at Dufor Adidome and Asikuma Junction.

The GoG intends to apply a portion of the funds from AfDB to make eligible payments under the Contract for Consulting Services for the Design Review and Supervision of the Construction of Dufor Adidome – Asikuma Junction (39.2km) and Asutuare – Aveyime (23.9km) Including Interchanges at Dufor Adidome and Asikuma Junction.

The objectives of this assignment are :

  1. To supervise and administer the construction works following the International Contract Conditions for Consulting Engineers ;
  2. To provide general guidance and issue instructions to contractors and make engineering decisions in consultation with the Client ;
  3. To ensure high quality and cost control of all the works to be executed ;
  4. To ensure that works are executed in full compliance with the engineering design, technical specifications, terms and conditions of the contracts, standard engineering practice, and AfDB’s safeguards policy and other documents ;
  5. To advise the Client on work progress and implementation issues, if any ;
  6. To carryout post-construction services which will consist of activities in the Defects Liability Period ;
  7. To demonstrate the efficacy of contract supervision by the firm experienced in the field of the assignment ;
  8. To promote technology transfer either through International Consultants associating with a Local firm in the form of a joint venture or a sub-consultancy.

In general, the Consultant shall represent the interest of the Client, vis-à-vis the construction contract in any manner related to the construction contract and the proper execution thereof.

The scope of services to be provided by the Consultant to fulfil the objectives includes but not limited to :

  1. Design Review ;
  2. Supervision and Contract Administration ;
  3. Safeguards Compliance Monitoring ;
  4. Documentation and Reporting ;
  5. Post Construction Stage.

The Ministry of Roads and Highways represented by the Ghana Highway Authority now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

A consultant shall submit only one proposal, either individually or as a joint venture partner in another proposal. If a consultant, including a joint venture partner, submits or participates in more than one proposal, all such proposals shall be disqualified. This does not, however, preclude a consulting firm to participate as a sub-consultant, or an individual to participate as a team member, in more than one proposal when circumstances justify and if permitted by the RFP.

International Consultants must associate with Local firms in the form of a joint venture or a sub-consultancy.

Interested firms must organize their Expression of Interest in the following order :

Chapter 1; i) Company Profile, ii) Legal Status (Certificate of Incorporation), iii) Letter of intent of Association, if necessary, iv) Organizational chart, a list of Board of Directors, and beneficial ownership.

Chapter 2; i) Experience of at least five (5) assignments each with a scope and nature similar to what is stated above during the last 10 years, ii) A summary of similar assignments undertaken as a lead partner, iii) A summary of at least two (2) assignments undertaken in the project country (Ghana) and in Sub Saharan Africa, giving the client name and the year in which the assignment was carried out, and

Chapter 3; i) Experience in donor funded projects. The document must properly be paged, and a table of content provided.

A Consultant will be selected in accordance with the Quality- and Cost-Based Selection method set out in the Consultant Guidelines.
