  1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) No. 739 of 11/30/2008 and on the African Development Bank’s Internet Website (afdb.org) ;
  1. The Economic Community of West African States (ECOWAS) Commission has received a financing from the African Development Bank in various currencies towards the cost of Nigeria-Cameroon Multinational Highway and Transport Facilitation Programme for the Bamenda-Enugu Corridor. It is intended that part of the proceeds of this financing will be applied to eligible payments under the contract for the Supply, Installation, Commissioning, Maintenance and After Sales Service of Signage to Doors & Streets Delivered to the Joint Border Post at Mfum Border between Republic of Nigeria and Republic of Cameroon ;
  1. The ECOWAS Commission now invites sealed Bids from eligible Bidders for the Supply, Installation, Commissioning, Maintenance and After Sales Service of Signage to Doors & Streets Delivered to the Joint Border Post at Mfum Border between Republic of Nigeria and Republic of Cameroon (hereinafter called “the Goods”). National Competitive Bidding will be conducted in accordance with the Bank’s Rules and Procedures for Procurement of Goods and Works ;
  1. Interested eligible bidders may inspect the bidding documents at the following address

Plot 101, Yakubu Gowon Crescent, Asokoro District, Abuja, NIGERIA.

  1. A complete set of Bidding Documents may be purchased by interested bidders upon the submission of a written application to the said Executing Agency, and upon payment of a non-refundable fee of One hundred US Dollars (US$ 100) only at the Account Department of the ECOWAS Commission, Abuja, Nigeria ;
  1. The provisions in the Instructions to Bidders and in the General Conditions are those of the Bank’s Standard Bidding Document for Procurement of Goods ;
  1. Bids must be delivered to the above office on or before 11:00 am on July 7, 2021 and must be accompanied by a security of Four hundred and Fifty thousand Naira (₦450,000.00) ;
  1. Bids shall remain valid for 120 days after the deadline for bid submission prescribed above ;
  1. Bids will be opened in the presence of bidders’ representatives who choose to attend at 11:30 am on July 7, 2021, at the following address:
