The Government of the Kingdom of Lesotho has received financing from the African Development Fund towards implementation of the Economic Diversification Support Project and intends to apply part of the agreed amount for this loan to payments under the contract for Implementation of BEDCO Institutional Review for the government of Lesotho.
BEDCO has recently completed the development of its 2020-25 strategic plan which focuses on contributing towards the Lesotho National Development Plan (NSDP) II through the first key priority area of: “Enhancing Inclusive and Sustainable Economic Growth and Private Sector Job Creation”. One of the critical success factors in ensuring achievement of this strategy is enhancing strategy execution through project and change management, research and development, and monitoring and evaluation.
The overall objective of the assignment is to engage a consultant to assist BEDCO to reposition itself to become a leading enterprise development agency by redefining its focus and improving its organizational efficiency in line with the recommendations of Institutional Review. The scope of the consultancy services includes: (a) a diagnostic of the challenges that the Corporation is facing; (b) the development of business and operating models for the Corporation; (c) the development of an organizational and governance structure for the Corporation aligned to the new models; (d) the development of an implementation roadmap for the proposed structure and (e) the development of a proposed funding model to support the proposed structure.
The estimated duration of this assignment is Five (5) months from the date of signing the contract.
The Ministry of Trade and Industry now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must provide their Curriculum Vitae (CVs) indicating that they are qualified to perform the services.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy and Methodology for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
