REQUEST FOR EXPRESSIONS OF INTEREST
Consulting Services for preparation of the Technical Design of 400-kV Overhead Transmission Line (OTL) SONGO-MATAMBO and update of Environmental Social Impact Assessment (ESIA)

- This Request for Expression of Interest follows the General Procurement Notice (GPN) that was published in the United Nations Development Business website with the reference AfDB441- 05/16 and in the African Development Bank Group’s Internet website on 11th May 2016 ;
- The Republic of Mozambique has received financing from the African Development Bank toward the cost of the Enabling Large Scale Gas and Power Investments in Mozambique Technical Assistance (ELSGAPI) to improve the enabling environment for investments in the country’s promising Gas and Power sector. The Ministry of Mineral Resources and Energy (MIREME), hereinafter referenced to as the Client, intends to apply part of the funds to contract consultancy services to undertake the Preparation of the Technical Design of 400-kV OTL SONGO- MATAMBO and update of ESIA ;
- The construction of the Songo – Matambo 400-kV transmission system was identified as the strongest and efficient solution and become more competitive cost wise for the success of the Mozambique – Malawi and Mozambique – Zambia 400kV lines considered as Regional Transmission Projects and also create the positive economic and social impact on the Mozambican Government Program designated Energy For All (Programa Energia Para Todos) with a continuity of secured power supply with quality and accepted quantity. Songo – Matambo 400-kV is part of the Sistema de Transporte de Energia – STE Project where Feasibility studies and relevant documents have been conducted and are available ;
- The overall objectives of the assignment is the preparation of the Technical Design of 400-kV OTL SONGO-MATAMBO and Update of Environmental Social Impact Assessment ESIA ;
- The Client now invites eligible firms/consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The required expertise shall include knowledge of power system planning, insulation coordination, substation design, electrical equipment, geotechnical assessment, testing and commissioning, transmission line routing/survey, transmission line equipment; Strategic Environmental assessments; Social assessments and Resettlement action plans ;
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” October 2015, which is available on the Bank’s website at http://www.afdb.org.
- Interested consultants may obtain further information at the address below during office hours: 8:00 to 2:00 pm, Maputo time ;
- Expressions of interest must be delivered in English Language to the address below either in hard copy or electronically by 10th of February 2020 at 2:00pm local time and mention -EOI Number : MIREME/B.2.1.6/ELSGAPI/ 2019.
