CONSTRUCTION OF NATIONAL N°11 – RING ROAD
Consultancy services to carry out a social assessment of the construction works of the Kumbo-Nkambe-Misaje sections including the bypass Nkambe and Misaje-Dumbo-Nigerian border lot 1.

SECTOR: Transport
- The Government of the Republic of Cameroon has received a loan from the African Development Bank, as partial financing of the Support Program for the Transport Sector phase 3: Construction of the National Number 11 – Ring Road , and intends to use a part of the resources granted under this loan to finance the Services of Consultants for the realization of a social assessment for the construction works of Kumbo-Nkambe-Misaje including the Nkambe bypass (96 km) and Misaje-Dumbo-Nigerian border (50 km) in the framework of the Support Program to Transport Sector Phase 3: Construction of National Road Number 11 – Ring Road ;
- The services provided under this operation will essentially consist to :
- Identify opinions of population in relationship with the construction of 146 km road on the Ring Road and related works;
- Measure security risks which could influence the works and related activities;
- Analyze perception that neighboring populations feel about these security risks and;
- Gather their opinions on potential solutions, in particular possibility for mobilization of defense and security forces in order to ensure close protection of workforce and contractor’s assets.
- The Minister of Publics Works invites consultants to submit their candidature in order to provide services described above. The consultant interested must produce information on their capacity and experience demonstrating that they are qualified for such services (documentation, references of similar services, experience in comparable missions, availability of qualified personnel, etc.). The consultant interested will highlight their general experiences in the fields of social assessment, sensitization, association training and development projects funded by donors, and their specific experience in similar missions and operations in insecure areas. Consultants can participate in the tender in conjunction with other consultants to increase their chances of qualification ;
- The eligibility criteria’s, the establishment of the short list and the selection procedure will be in accordance with the “Contracting Policy Requirements related for operations funded by the Bank Group” dated October 2015, which is available on the Bank’s website at: http://www.afdb.org.
