REQUEST FOR EXPRESSIONS OF INTEREST

“RECRUITMENT OF AN IT CONSULTANT FOR THE ENHANCEMENT OF THE STRATEGIC RESOURCES ASSESSMENT SOFTWARE (SRAS)”

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : “Enhancement of the Strategic Resources Assessment Software (SRAS)” ;
  2. SRAS is a web-based application developed in languages C#, HTML5, CSS3, JavaScript, vuejs, Redux, Axios, ASP.NET MVC, Json Web Token. Currently, the access to the software is possible through the Bank Intranet portal. The application consists of the following main modules :
  • Work program : to manage Work program activities structures and formulate deliverables ;
  • Budgeting : to collect budget submissions cost items (Positions, Direct and overhead costs,) from different fund centers on administrative budget, trust funds and Capital budget ;
  • Indicative Operational Program (IOP) : to update and manage lending projects information ;
  • Strategy : to capture Bank’s core priority activities ;
  • Consolidation : to consolidate and analyze Bank wide submissions ;
  • Workflow : to manage work program approvals ;
  • Dashboard : to generate standard reports and produce ad hoc analysis ;
  • Mail Engine : to send e-mail ;
  • Administration : for user management, master data and other parameters.

The purpose of the consultancy is not to design a new application, but rather to focus on additional integration of new features to the existing software.

The tasks of the consultants will be the following :

  1. Review and refine user interface to make it user friendly and based on user experience feedbacks ;
  2. Integrate coefficient budgeting approach on operational Work program management ;
  3. strengthen of collaboration between region and sector departments in line with the One bank approach ;
  4. Integrate the concept of continuous planning ;
  5. Improve budget arbitration process within complexes ;
  6. Improve capital investment budget submission considering the new project structure in SAP/PS ;
  7. Improve WBS Element monitoring to facilitate programming ;
  8. Improving reporting system ;
  9. Advise on the most efficient ways or tools for migrating budget data into/from SAP, BPPS, when needed.
  1. Profile of the Consultant :

The consultant should meet the following minimum criteria :

  • Have at least Master/Engineering degree in computer science, software development or related business fields ;
  • Have at least five (05) years of experience in analysis and development of IT systems/applications ;
  • Wide exposure and hands on experience with the method of analysis, design and management of project (MERISE) ;
  • Have a deep experience in web development using C#, HTML5, CSS3, Visual Studio, JavaScript, vuejs, Redux, Axios, ASP.NET MVC, Json Web Token ;
  • Have strong skills for modelling objects in general, and UML in particular ;
  • Experience in SQL Server Management studio ;
  • Have deep experience in Adobe XD, Photoshop, Illustrator, Indesign ;
  • Have deep experience with Git ;
  • Have a good ability to communicate and to write correctly in French and/or in English ;
  • Have the General knowledge on budget framework will be an advantage.

In addition, the consultant shall have the capacity/ability to interact and work effectively with a team of diverse cultural backgrounds. He/she shall demonstrate the ability to draw on examples in previous work undertaken and have strong analytical skills. He/she shall be in a situation of working remotely from home in the pandemic coronavirus-19 context.

  1. The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, reference to similar services, experience in similar assignments, etc.) ;
  2. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  3. The estimated duration of services is six (06) months and the estimated starting date is 01 September 2020 ;
  4. Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours: from 08:00 to 17:00 hours, Abidjan Local Time ;
  5. Expressions of interest must be received by email at the address below no later than Monday, 10 August 2020 at 17:00 hours, Abidjan local time and specifically mentioning “Expression of Interest for the enhancement of the Strategic Resources Assessment Software (SRAS)”.

  1. ESTABLISHMENT OF THE SHORT LIST :

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
