REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES

SUPPORTING THE IMPLEMENTATION OF KENYA’S NATIONAL GREEN ECONOMY STRATEGY THROUGH THE DEVELOPMENT OF LOW CARBON AND CLIMATE RESILIENT PROJECTS AND RESOURCE MOBILIZATION PROJECT

(AGRO-FORESTRY SECTOR)

 

  1. The Government of the Republic of Kenya (GoK) has received grant financing from the African Development Bank towards supporting the Implementation of Kenya’s National Green Economy Strategy through the development of Low Carbon and Climate Resilient Projects and Resource Mobilization Project. The project aims ‘to develop investment-ready programs and projects that will advance the Country’s transition towards a green economy ;
  2. GoK intends to apply part of the agreed amount for this grant, whose disbursement in respect of the signed contract will be subject to approval of financing by the Bank, to make eligible payments under the contract for the Consultancy services for review of green economy based policies, and development of related investment ready projects in the agro-forestry sector ;
  3. The Consultancy service is expected to include the following main tasks :
  • To review relevant reports, guidelines and other publications to inform design and development of quality projects in the forestry sector for submission to the Green Climate Change Fund (GCF) ;
  • To review relevant existing forestry and green economy based strategies, plans and policies to identify key priorities in the Forestry sector that contribute to low carbon and climate resilience as outlined in several National policies including Kenya’s vision 2030, Green Economy Strategy and Implementation Plan, Climate Change Action Plan and the ‘Big Four’ agenda ;
  • To identify and review relevant existing national level forestry and green economy programmes that have been approved for funding, being implemented or are under development to ensure there is no duplication of tasks. Engage the relevant institutions implementing or developing these programmes to determine their areas of focus and to determine potential gaps/ opportunities ;
  • To engage with GCF accredited institutions within Kenya that have been identified by the RMC and NETFUND and whose strategic focus is aligned to green economy/green growth/low carbon development pathway to establish necessary collaboration and consultations in development of the forestry sector project. Consultant will engage with the GCF accredited entities at an early stage to ensure that projects developed are aligned with accredited entities’ priorities and likely to be taken forward ;
  • To carry out a baseline study to inform the development of investment ready concept notes on forestry ;
  • To develop three relevant project concept notes for GCF in low-carbon and climate resilience forestry sector informed by the preceding activities ;
  • To design and develop one fully fledged investment-ready proposal on forestry for the GCF Simplified Approval Process (SAP) and working closely with the identified accredited entities and the RMC.
  1. The National Environment Trust Fund (NETFUND), being an authorized agent of the Government of the Republic of Kenya now invites eligible consultants to indicate their interest in providing the above services ;
  2. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions and availability of appropriate skills among staff, etc.). Consultants may form consortiums to enhance their qualifications ;
  3. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” [October 2015], which is available on the Bank’s website at http://www.afdb.org ;
