  1. The African Development Bank (the AfDB or the “Bank”) herby invites individual consultants to express their interest in the following assignment : Support for the Energy Efficiency Market Development Program (EE-MDP) (the “Assignment”) ;
  2. The consultant selected for the Assignment will be expected to work on all relevant workstreams associated with the implementation of the EE-MDP. The TOR of the Assignment is provided as Appendix I to this Request for Expressions of Interest (REOI) ;
  3. Interested individual consultants must provide information indicating that they are qualified to perform the services envisaged under the Assignment (documents referencing past relevant experience, etc.). Interested parties are requested to submit Expressions of Interest (EOI) comprising their curriculum vitae (CV) in the format contained in Appendix II, along with any additional and relevant supporting documentation ;
  4. The Bank’s Renewable Energy & Energy Efficiency Department has secured a grant from The Sustainable Energy Fund for Africa (SEFA) for the implementation of phase 1 of the EE MDP ;
  5. Eligibility criteria, establishment of the shortlist and the selection procedure shall be in accordance with the “Rules and Procedures for the Use of Consultants”. Please note that interest expressed by an individual does not imply any obligation on the part of the Bank to include the individual in the shortlist ;
  6. The expected duration of the Assignment is 12 months (with possibility for a six month extension). The Commencement Date is anticipated as 6th April 2020 ;

  1. A shortlist of three to six individual consultants will be selected at the end of the request of expressions of interest. The consultants on the shortlist will be evaluated as follows:

•  General qualifications and adequacy for the assignment to be undertaken(25%)
•  Similar experience in the area of expertise of the assignment in Africa(50%)
Experience with the Bank and/or multilateral development organizations(10%)
Language proficiency(15%)

The three candidates scoring highest will then be invited to an interview to assess their skills, experiences and capacities for the intended assignment.

TERMS OF REFERENCE

Support for Energy Efficiency Market Development Program Phase I

Renewable Energy and Energy Efficiency Department

  1. BACKGROUND :

1.1. The Renewable Energy and Energy Efficiency Department (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy and energy efficiency along with clean cooking. The department has two divisions: Renewable Energy Division and Energy Efficiency and Clean Cooking Division. These two divisions have the  overall responsibility for  promoting  Renewable  Energy, Energy  Efficiency and  Clean Cooking throughout the continent working both with the public sector and private sector entities.

1.2. PERN has requested a grant from the Sustainable Energy for Africa Fund (SEFA) for the implementation of the Energy Efficiency Market Development Program (EE-MDP) Phase 1 (“the program”). The EE-MDP is envisaged as a multi-phase regional program aiming to overcome the barriers to scaling-up EE investment by providing a range of quickly deployed, complementary technical assistance (TA) and capacity development to public and private sector stakeholders. The first phase of the EE-MDP consists of four components: (1) Provision of rapidly deployed TA support to public sector partners for the design of public EE programs (2) Scoping for the design of initiatives planned for phase 2 including a private-sector focused support resource (3) Undertaking two regional EE workshops (4) Establishing an EE Africa knowledge hub within the Africa Energy Portal.

  1. OBJECTIVE :

2.1. PERN is requesting the services of a consultant (the “Consultant”) to provide support to the Department on the full range of tasks and workstreams associated with the EE-MDP Phase 1 implementation.

 

  1. TASKS, RESPONSIBILITIES AND DELIVERABLES :

3.1. Under the supervision of PERN management and in collaboration with PERN/SEFA colleagues, the Consultant will be responsible for the following under each component :

Component 1: Rapidly deployed TA support to public sector partners :

  • 3.1.1. supporting the screening of EE program concepts to judge feasibility and eligibility for TA support ;
  • 3.1.2. supporting the design and appraisal process for TA assignments; analyzing needs, defining deliverables, drafting terms of reference, managing internal approvals, and launching assignments ;
  • 3.1.3. liaising with relevant development partners, programs and institutions working in the same sector to ensure harmonization and leverage of efforts ;
  • 3.1.4. coordinate TA implementation, monitor deliverables and timelines, provide technical inputs, maintain project trackers, flag issues as they arise to management ;
  • 3.1.5. actively follow-up with country stakeholders to progress EE programs to implementation post-TA, coordinate with delivery partners, support government clients, identify funding opportunities, etc ;
  • 3.1.6. draft funding proposals and related project documents for climate finance sources and for other funding sources, including the Bank and/or SEFA ;
  • 3.1.7. any other tasks associated with successfully supporting public EE programs to progress from concept to design to implementation.

Component 2 : Scoping for the design of initiatives planned for phase 2 :

  • 3.1.8. coordinating scoping assignments under the EE-MDP related to the design of phase 2 initiatives ;
  • 3.1.9. liaising with relevant development partners, programs and institutions working in the same sector to ensure harmonization and leverage of efforts ;
  • 3.1.10. supporting the team to develop and finalize all relevant project documentation for internal processing and approval ;
  • 3.1.11.  any other tasks associated with the successful preparation and funding of EE-MDP phase ;
  • 2 initiatives.

Component 3 : Undertaking regional EE workshops :

  • 3.1.12. conducting tasks related to the arrangement and hosting of two regional EE workshops; arranging logistics, coordinating invites, developing agendas, liaising with partners, securing guest speakers, drafting presentation materials and discussion points etc ;
  • 3.1.13.  drafting aide memoires summarizing action points from the workshops ;
  • 3.1.14. actively following-up with development partners & government attendees to deepen partnerships and to develop EE program concepts ready for TA support.

Component 4: Establishing an EE Africa knowledge hub within the Africa Energy Portal :

  • 3.1.15. coordinating with the African Energy Portal (AEP) communication and IT team at the Bank, and leading the development of an EE Africa Knowledge Hub to sit within the web architecture of the existing AEP ;
  • 3.1.16. designing and specifying the layout and functionality of the proposed EE Africa hub and working with AEP team to implement the changes; sourcing content including existing EE data, guidelines, toolkits, case-studies across all subsectors and countries for upload to the EE Hub ;
  • 3.1.17. liaising with relevant development partners, programs and institutions working in the sector to actively develop and promote the EE Africa Knowledge Hub ;
  • 3.1.18.  ongoing production of content including, news feed updates and case-studies.

  1. DURATION AND LOCATION OF THE ASSIGNMENT :
  • 4.1. The assignment will be for 12 working months. An extension of 6 months or longer could be considered subject to performance and availability of funds ;
  • 4.2. The commencement date is expected to be 6th April 2020 ;
  • 4.3. The Consultant will be based at the Bank’s headquarters in Abidjan, Cote d’Ivoire and requires regular full-time presence in the Bank’s offices. Field missions may occasionally be required.

  1. QUALIFICATIONS :

The candidate shall meet the following minimum requirements :

  • Citizenship of a member country of the AfDB (regional or non-regional) ;
  • A minimum of a Master’s degree or equivalent in Economics, Business Administration, Finance, Engineering, Energy or any other relevant discipline ;
  • At least five years and a maximum of eight years of EE work experience with a relevant background in the energy sector in the private or public sector. Direct experience designing and/or implementing  energy efficiency projects/programs considered a distinct advantage. Direct experience in developing communication materials and/or knowledge products considered an advantage ;
  • Prior experience working in African markets ;
  • Prior experience in project coordination or management ;
  • An understanding of energy efficiency technologies and the challenges related to financing and scaling up EE markets ;
  • Excellent ability to write reports, ToR, proposals and other relevant documentation under time pressure ;
  • Excellent written and verbal communication skills in both English and French ;
  • Demonstrated strong technical and analytical skills; dynamism; results-orientation; and problem-solving capability ;
  • Working knowledge of Microsoft operating systems (PowerPoint, Word, and Excel) ;
  • Knowledge and understanding of AfDB administrative and operational procedures is an advantage.

  1. REMUNERATION :
  • Remuneration will be based on the Consultant’s experience and the Bank’s Guidelines on Individual Consultants Remuneration ;
