SUPPORT TO PUBLIC FINANCIAL MANAGEMENT & STATISTICS CAPACITY BUILDING PROJECT

INVITATION FOR BIDS (IFB) – ICT Equipment for NSO

1. This Specific Procurement Notice follows the General Procurement Notice for this project which appeared in Development Business Issue on June 12, 2015, and on the African Development Bank’s Internet Website (www.afdb.org) ;
2. The Government of the State of Eritrea has received financing from the African Development Fund toward the cost of the Public Financial Management and Statistics Capacity Building Project (PFM – SCBP). It is intended that part of the proceeds of this financing will be applied to eligible payments under the contract for the Procurement of ICT equipment for National Statistics Office (NSO) ;
3. The Project Implementation Unit of the Ministry of Finance now invites sealed Bids from eligible Bidders for the supply ICT equipment for NSO ;
4. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of PIU–MoF, Denden Ave. 175, Head Office, Room No. 60, P.O.Box: 198, Asmara, Eritrea, Tele: +291-1-200404, Fax: +291-1-126899, Email: eftesfai@gmail.com;
5. A Complete set of bidding documents may be purchased by interested bidders on the submission of written application to the above and upon payment of non-refundable fee of US$ 50 (Fifty US dollars only) or Eritrean Nakfa (ERN) 750 (seven hundred fifty Nakfa), or in any other freely convertible currency ;
6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Goods ;
7. Bids must be delivered to the above office on or before 9:30 hour’s local time (GMT +3) on December 23, 2019 and must be accompanied by a security in the amount of ERN 45,000 or USD 3,000 unconditional guarantee issued by a Bank ;
8. Bids will be opened in the presence of bidders’ representatives who choose to attend at 9:30 hours local time (GMT +3) on December 23, 2019, at the offices of PIU–MoF, Denden Ave. 175, Ministry of Finance, Conference Room, 1^st Floor, Asmara, Eritrea.
