TECHNICAL ASSISTANCE FOR PUBLIC-PRIVATE PARTNERSHIPS IN TRANSMISSION LINES
GENERAL PROCUREMENT NOTICE
The Government of Kenya has applied for a Grant from the African Development Bank to finance the Technical Assistance for Public-Private Partnerships in Transmission Lines.
The principal objectives of this project are to develop guidelines for reviewing Privately Initiated Investment Proposals (PIIPs) for Transmission Projects in order to encourage private sector participation
The contracting authorities in the procurement of PIIPs will invite Request for Expressions of Interests from private developers intending to develop transmission projects through Public Private Partnerships. Currently there is no criteria for negotiating PIIPs and the Government of Kenya is desirous to develop such criteria to facilitate engagement with interested private sector developers. The criteria will also enhance transparency and build private investors’ confidence.
The project includes the following components: Consultancy Services for the Development of Guidelines for The Review of Privately Initiated Investment Proposals for Transmission Projects
Procurement of Consulting Services, Goods and/or Works will be in accordance with the Bank’s Procurement Policy for Bank Group Funded Operations, dated October 2015. Acquisition of the Services of Consultants will follow the Bank’s Quality and Cost-Based Selection. Solicitation documents are expected to be available in August 2020.
