The African Union Development Agency-NEPAD has received financing from the African Development Bank toward the cost of the African Agri-Business Engine, and intends to apply part of the agreed amount for this grant to payments under the contract for a Consultancy services for Development of 25 bankable business cases for companies investing in prioritized agriculture value chains in 5 countries (Kenya, Malawi, Mozambique, Rwanda, Tanzania) in Potatoes, Rice, Soybeans, Horticulture and Sunflower value chains, respectively.

The services included under this consultancy are described below :

  1. Dive into the market research analyses to see where the market leaders are located, what the market gaps are, how actors are approaching competition, and propose alternatives ;
  2. Compare the alternative approaches to market development and select those that can be used to define or finalize an optimal value chain or country specific market ;
  3. Compile specific macro and micro (SME) data to inform strategies, present goals and impacts (incidence on GDP, job creation, environment and smallholder inclusion) and options to develop the identified priority agricultural value chains ;
  4. Engage with agribusiness SMEs to develop Term sheets (Public-Private Partnerships or Business-to-Business agreements) outlining the purpose and engagements for the identified investment opportunities to happen ;
  5. Outline allocation at capital and resources required to implement the identified investment projects, not without providing decision-makers and investors with different options ;
  6. Provide support to SMEs matched with investment opportunities to be investor-ready by helping them develop robust business plans and other bankability metrics.

The assignment will be undertaken in the following five countries: Kenya, Malawi, Mozambique, Rwanda and Tanzania, and will last 06 months. The estimated starting date is June 1, 2021.

The African Union Development Agency-NEPAD now invites eligible consultant firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework for Bank Group-funded Operations, October 2015 edition.which is available on the Bank’s website at http://www.afdb.org.
