REQUEST FOR EXPRESSIONS OF INTEREST

RECRUITING OF CONSULTING FIRMS UNDER FRAMEWORK CONTRACT

Abidjan – Cote d’Ivoire

 

  1. The African Development Bank (the AfDB or the “Bank”) hereby invites firms and/or consortia of firms to express their interest to be recruited under a framework contract for delivery of assignments under the Energy Efficiency Market Development Program (EE MDP): Policy & Programmes Rapid Technical Assistance Resource ;
  2. The AfDB will recruit a limited number of qualified firms and/or consortia under a framework contract to be eligible to bid for specific assignments during the contracting period related to the design of public energy efficiency programs. Assignments may include notably: conducting market assessment, technical/financial opportunity assessments, energy baseline analysis, designing delivery modalities, assessing public sector institutional capacity, assessing EE enabling policy, monitoring & verification planning, and providing overall recommendations for program design. Programs may include (but may not be limited to) building retrofitting, public lighting, energy efficient appliances, and solar hot water. An assignment related to the scoping and design of a private sector support scheme that is planned to be launched in phase two will also be bid to eligible firms under the framework contract ;
  3. The Renewable Energy & Energy Efficiency Department (PERN) of the Bank now invites eligible firms and/or consortia to express their interest in being recruited under a framework contract for the EE MDP initiative. Interested firms and/or consortia must provide information indicating that they are qualified to perform the services envisaged. Expressions of interest should follow the following format and be limited to 30 pages :
  • Details of the firm or consortium (including nationality of the firms and contact persons) and including DACON registration number1 (1 page) ;
  • Expression of Interest detailing your strengths, expertise and any information you believe relevant ;
  • Experience in similar assignments and similar conditions ;
  • CV and availability of key staff members ;
  • Any additional document you believe relevant.
  1. Eligibility criteria, establishment of the shortlist and the selection procedure shall be in accordance with the “Rules and Procedures for the Use of Consultants”. Please note that interest expressed by a firm and/or consortium does not imply any obligation on the part of the Bank to include the firm and/or consortium in the shortlist.

Firms should be registered in the AfDB DACON Consultant Database. New registration can be obtained at https://www.afdb.org/fr/projects-and-operations/procurement/consultancy-services-e-consultant/

  1. Following the submission of Expression of Interests, qualified firms will receive a Request for Proposal and will be invited to submit full technical proposals on which they will be evaluated for selection ;
  2. Please be informed that the Bank has applied for a grant from the Sustainable Energy Fund for Africa (SEFA) to fund the EE MDP. Contracting under the EE MDP will be subject to approval of the grant by SEFA. This recruitment process therefore does not commit the Bank to award a contract to successful bidders ;
  3. The expected duration of the EE MDP phase 1 is 18 months. The Commencement Date is anticipated as March 2020 shortlisted firms must be available to undertake assignments throughout the entirety of this period ;
