GENERAL PROCUREMENT NOTICE

 

 

  1. The Government of Angola has received a loan from the African Development Bank to finance the Energy Sector Efficiency and Expansion Program (ESEEP) ;
  2. The Energy Sector Efficiency and Expansion Program Phase 1 (ESEEP I), aims at strengthening Angola’s power transmission and distribution system, and is structured around three components : (i) Construction of a 343 km long 400kV Central-South transmission line; (ii) Revenue improvement through installation of prepaid meters; and (iii) Program management for project design and implementation. The program will reinforce the operational capacity of the Angolan power distribution utility (ENDE) while increasing the wheeling capacity of the transmission system countrywide. The beneficiaries are the households, industries, businesses, small and medium sized enterprises in Angola, who will gain access to cheaper, more reliable and sustainable electricity from more than 1,000 MW excess power from the Northern part of the country.

The modes of procurement will be :

GOODS :

  • Procurement of smart meters (Open Competitive Bidding) ;
  • Procurement of GIS system and capturing of customer data and MV network (including distribution transformers) – OCB (Open Competitive Bidding) ;
  • Procurement and implementation of commercial mobile solution (customer registration, readings, fraud inspections, cutting orders) – OCB (Open Competitive Bidding) ;
  • Procurement of a metering laboratory – OCB (Open Competitive Bidding) ;
  • Procurement of MDM system.

WORKS : Transmission network expansion – OCB (Open Competitive Bidding).

CONSULTANCIES :

  • Project Owners Engineer – QCBS (Quality and Cost Based Selection) ;
  • Project Management & Supervision – QCBS (Quality and Cost Based Selection) ;
  • Resettlement Action Plan – CQS (Selection Based on Consultant’s Qualifications) ;
  • Supervision for the Installation of pre-paid meters (Quality and Cost Based Selection) ;
  • Financial Audit for RNT and ENDE (Least Cost Selection).
  1. The project includes the following components :

Component 1 : Transmission network expansion – RNT :

  • Construction of a 343km long 400kV transmission line ;
  • Construction of 400kV Substation ;
  • Construction of line-bay at Huambo substation ;
  • Installation of SCADA system.

Component 2 : Revenue Improvement Program – ENDE

  • Installation of 860.000 pre-paid meters and normalization of services to existing customers ;
  • Installation of 400.000 new customers with pre-paid meters ;
  • Provision of a GIS customer data base system ;
  • Capturing of customer system and meter data into design of utility management and fraud prevention data base functionalities and tools to support customer mobile payment system.

Component 3 : Program Management

  • Feasibility study for Gove-Menongue Transmission line ;
  • ESIA and RAP for Gove T-line ;
  • Project owner’s engineer ;
  • Project management and supervision ;
  • Upgrading Enterprise Management System (EMS) for RNT financial management ;
  • Project audit & translation services ;
  • Administrative, (PMO) strengthening, supervision tools ;
  • ESMP and RAP implementation support ;
  • Capacity building, including development of E&S capacity and ESMS, Gender mitigation framework, and M & E reinforcement Component 4 : RAP implementation ;
  • Compensation of Project Affected Persons (PAPs).
  1. Procurement of under the loan will be in accordance with the Bank’s Procurement Framework for Bank Group-Funded Operations, dated October 2015, using Bank’s Procurement Methods and Procedures (PMP) and utilizing available Bank’s Standard Solicitation Documents (SSDs). Bidding documents are expected to be available in March 2020 ;
