TAX AND ACCOUNTABILITY ENHANCEMENT PROJECT (TAEP)

The Government of Zimbabwe (GoZ) has received a grant, an amount of UA 7.60 million, from the African Development Fund (ADF) to finance the Tax and Accountability Enhancement Project (TAEP). The Government of Zimbabwe is co-financing the project with an amount of UA 0.801 million. The proposed project is aligned with Zimbabwe’s Transitional Stabilization Programme (TSP), 2018-2020 prioritizing fiscal consolidation, economic stabilization and growth and employment creation. The project complements efforts by the GoZ and other Development partners by seeking to contribute towards macroeconomic stabilization and fiscal consolidation through improved efficiency in tax collection, strengthened public oversight to improve efficiency and accountability in the use of public resources at all levels and curbing illicit financial flows. The beneficiaries of the grant are the (i) Zimbabwe Revenue Authority (Zimra), (ii) Parliament of Zimbabwe (PoZ); and (iii) Office of the Auditor General (OAG).

The principal objectives of this project are to enhance domestic resource mobilization through streamlining and automating tax management systems and promote public sector accountability.

The project includes the following components :

Component 1 : Tax and Revenue Management System Modernization : The project will assist ZIMRA on its role of assessing and accounting for revenues on the behalf of the state. It seeks to upgrade the current Tax and Revenue Management System (TaRMS) to have broad functions enabling taxpayer registration, assessment and payment for increased tax collection and maximum compliance enforcement. The project will also support capacity building for ZIMRA in understanding Illicit Financial Flows (IFF)’s and how sound tax policies can be implemented to reduce fraud and corruption in revenue-generating and revenue collecting activities of the Authority.

Component 2 : Improving capacity of the oversight function of Parliament and External Audit : Under this component, the proposed operation will support activities under two sub-components: (a) strengthening the oversight function of Parliament, and (b) Strengthening the human and organisational effectiveness of the OAG. PoZ will be assisted to enhance its oversight capacity of Parliamentarians and Parliament Support Staff. This will be in the form of establishing a Parliamentary Training Academy (PTA), development of training modules and procurement of ICT and office equipment. For the OAG, the project seeks to enhance organizational capacity and skill development for the Office in the area of accountability and creating transparency in the use of public funds. Key areas to be strengthened include capacity building enhancement in areas of Procurement Audits, Forensic Audits, Extractive Industry Audits and Performance audits.

Component 3 : Project management support : To ensure project success, the Bank will support the Project Management systems of beneficiary institutions in conducting Annual Financial and Procurement Audits, Project Evaluation and other operational costs necessary for smooth project implementation.

Procurement of goods and/or works will be in accordance with the Bank’s Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank’s Rules of Procedure for the Use of Consultants. Bidding documents are expected to be available in March 2020.
