LOT 2 : DUALLING OF THE SAGANA – MARUA (A2) ROAD SECTION (36KM)
GENERAL PROCUREMENT NOTICE (GPN) :
The Government of the Republic of Kenya has applied for financing from the African Development Bank (AfDB) to finance the Kenol – Sagana – Marua Highway Improvement Project. The disbursements in respect to any Contract signed shall be subject to approval of the financing from the Bank.
The Kenol – Sagana – Marua Road is part of the Kenyan section of Trans-Africa Highway, TAH4 (Cairo to Capetown), through Nairobi on to Moyale. The project road also links the Capital City Nairobi to some of the major commercially and agriculturally rich Mt Kenya region as well as to Ethiopia through the Moyale border. The project starts at Kenol town and traverses through the trading centres of Makutano, Sagana, and Karatina before terminating at Marua. The existing road is a single carriageway of bitumen standard.
The development objectives of the project are to contribute to the country’s social and economic development efforts by providing a more efficient and effective transport system and to promote trade and regional integration. The specific objective of the project is to improve road transport services along the corridor by reducing travel time and vehicle operating costs, mitigating traffic congestion, and improving safety along the project road.
The project includes the following procurement components : ROAD CONSTRUCTION CIVIL WORKS
This component will involve upgrading the current 2-lane single carriageway road to 2-lane dual carriageway of the Kenol – Sagana – Marua (84 km) road substantially following the existing alignment. The civil works include construction of five bridges, drainage structures, two grade separated junctions, foot over bridges, installation of road safety features, environmental and social mitigation measures, and social complementary activities.
The civils works shall be undertaken in two lots as follows :
- Lot 1 : Dualling of Kenol-Sagana (48Km approx) ;
- Lot 2 : Dualling of Sagana-Marua (36 Km approx).
Please note that the procurement of the above works has already started through Advance Contracting.
ADVISORY AND COMPLEMENTARY SERVICES This component will include :
- Construction supervision services for the road civil works described above
- Project technical audit Sensitization and awareness on HIV/AIDS, reproductive health, gender, economic empowerment, drug abuse and road safety ;
- Baseline survey and monitoring of environmental and social issues ;
- Design studies of pipeline projects (access to Thika town, sections from Thika to Kenol and Marua to Nyeri).
Selection of Consultants for Design Review and Construction Supervision Services of Lots 1 and 2 has already started through Advance Contracting. Requests for expression of interest for the remaining services are expected from December, 2019.
C) ROAD ACCIDENT EMERGENCY RESPONSE
This component is for the purchase of the specialized equipment for the proposed Sagana Trauma Center. Bidding documents are expected to be available from January, 2021.
CAPACITY BUILDING AND INSTITUTIONAL SUPPORT This component will include :
- Training of unemployed youth along the project corridor ;
- Training of staff of the executing agency Road safety study
The Procurement of services of Consultants shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, October, 2015.
