Institutional Support Project for the African Union: African Continental Free Trade Area (AfCFTA) Implementation

GENERAL PROCUREMENT NOTICE

 

  1. The African Union Commission has received a Grant from the African Development Fund to finance the Institutional Support Project for the African Union: African Continental Free Trade Area (AfCFTA) Implementation ;
  2. The principal objectives of this project are to: support the establishment of solid Institutional Structure (AfCFTA Secretariat) for the effective and efficient implementation of the AfCFTA. The AfCFTA Secretariat has the responsibility to coordinate the implementation of the AfCFTA Agreement and to undertake monitoring and evaluation of implementation progress. The key objective of the Institutional support project is to support the set-up of the Secretariat and to facilitate the roll out of the preliminary implementation programmes details which are itemised further below, all of which will support to the creation of a single continental Free Trade area and contribute to Africa’s socioeconomic transformation.

The methods of procurement that will guide procurements under the project are the Quality-and Cost-Based Selection (QCBS) and Individual Consultancy basis, as may be applicable

  1. The project includes the following components :

i). Establishment of the AfCFTA Secretariat and related capacity enhancement which entails the following :

  • Establishment of AfCFTA technical implementation Structure ;
  • Recruitment of Short/Long term consultants ;
  • Trainings and capacity building exercises for AUC/RECs/RMCs/private sector bodies ;
  • Website design, installation and launch.

ii). Roll out AfCFTA implementation programs/tools and stakeholder awareness, which requires the undertaking the following :

  • Implementation of tariff liberalisation programme (scheduling of commitments) ;
  • Verification/audits of tariff schedules/specific commitments in Services ;
  • Support RMCs to migrate their Customs Administration to HS 2017 ;
  • AfCFTA Preference utilisation Assessment ;
  • Development Sensitisation Strategy ;
  • Roll out Stakeholder dialogues/consultation in each REC ;
  • Develop and facilitate adoption of M&E tool by RMCs and RECs.
  1. Procurement of goods and/or works will be in accordance with the Bank’s Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank’s Rules of Procedure for the Use of Consultants. Bidding documents are expected to be available from March 2020 ;
