GENERAL PROCUREMENT NOTICE

Name of Project : Results-Based Management – Monitoring and Evaluation of Public Health Activities in Liberia

  1. The Government of Republic of Liberia through the National Public Health Institute of Liberia (NPHIL) is expected to receive US $1,380,000.00 (One Million Three Hundred and Eighty Thousand United States Dollars) as Grant from the African Development Bank/African Development Fund to finance the (Results-Based Management – Monitoring and Evaluation of Public Health Activities in Liberia) ;
  1. The principal objectives of this project are to address important gaps identified within the health sector, including :
  • Insufficient Infection Prevention and Control (IPC) supplies within country ;
  • Limited number of staff with requisite training to expand diagnostic capacity ;
  • Limited supplies for testing of Integrated Disease Surveillance and Response (IDSR) priority diseases; and
  • Limited funding for consistent monitoring and evaluation activities across the country.
  1. The Project includes the following components :
  • Component I: Expand Public Health Surveillance System at designated point of entries – This component will support a gender sensitive risk and needs assessment on surveillance capacity and capabilities of designated points of entry, surveillance evaluation and program reviews at borders, health facilities and points of entry in Liberia (mainly ground crossing points); conduct robust public awareness and sensitization of EVD, COVID-19, GBV response and other IDSR priority diseases at border communities and points of entry; develop and monitor the effectiveness for response tools for outbreaks in selected border communities and points of entry with neighbouring countries; conduct refresher training in surveillance, vector control and rapid response, as well as GBV screening and referral for designated POEs; and procure first aid kits, IPC supplies and equipment, (water supply, solar system, hand washing stations, face masks, hand gloves, liquid soap, hand sensitizers, face shield, paper towels, tissues) as well as logistical supplies (laptops, cartridges, extension cables/cords, and stationaries etc.) for designated POEs ;
  • Component II : Strengthen the Public Health Diagnostic Scheme in Liberia – This component will support the procurement and distribution of reagents, specimen collection kits and laboratory consumables for two selected hospitals; and train public health staff to effectively collect, package and transport EVD, COVID-19 and other IDSR priority specimens as well as GBV Response ;
  • Component III: Define Mechanisms for Assessing NPHIL’s Performance as per the Strategic Plan – This component will support NPHIL and a team of consultants to conduct final evaluation of NPHIL’s five-year Strategic

Plan (2017—2022) and develop NPHIL’s new gender-responsive Strategic Plan (2023—2028); develop NPHIL’s gender-responsive Strategic Plan performance monitoring system (M&E Plan); develop NPHIL’s program performance tracker; conduct NPHIL’s annual performance review; establish software for gender-responsive result-based monitoring, evaluation and reporting; conduct quarterly supportive monitoring and supervision for surveillance, quality control, bio-safety and bio-security and the overall performance of the system and produce report; train staff in M&E at national and county levels, and procure and distribute M&E office equipment (25 pieces of laptops, and 20 pcs of tablets) to enhance supervision, monitoring and mentorship at national and county levels.

  1. Procurement of goods and the acquisition of consultancy services financed under the grant will be carried out in accordance with the “Procurement Policy and Methodology for the African Development Bank Group Funded Operations” (BPM), dated October 2015. Specific Procurement Notices (SPN) and Bidding Documents (SD) are expected to be available with effect from the April 2022
