GREEN ENERGY FOR WOMEN AND YOUTH RESILIENCE IN UGANDA AND KENYA (ACCF PROJECT) REQUEST FOR EXPRESSION OF INTEREST – OUTPUT BASED CONSULTANCIES

 

 

  1. AVSI Foundation is seeking to engage two consulting firms/training institutes/incubation centers to carry out the following fixed-term assignments within the framework of the project “Green energy for women and youth resilience in Uganda and Kenya”, funded by the African Climate Change Fund (ACCF) of the African Development Bank (AfDB) :
  • Consultancy services for coaching and mentoring youth and women employed or self-employed in the sustainable energy value chain in Uganda ;
  • Consultancy service for coaching and mentoring youth and women employed or self-employed in the sustainable energy value chain in Kenya.
  1. AVSI Foundation now invites consulting firms/training institutes/incubation centers to indicate their interest in providing the above-mentioned services. Interested consulting firms shall provide information on their qualifications and experience, demonstrating their ability to undertake the assignment ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, approved by the Bank’s Boards on 14 October 2015, and available on the Bank Website at http://www.afdb.org. Please note that interest expressed by an individual Consultant does not imply any obligation on the part of the Grant Recipient to include it in the shortlist.
  1. The estimated duration for the above services is 12 months and the start date is 1st July 2021.
  1. Consultancy firms/training institutes/incubation centers who will apply for both consultancies (consultancy service for training youth and women and consultancy services for coaching and mentoring youth and women) will be given priority.

TERMS OF REFERENCE – CONSULTANCY SERVICES FOR COACHING AND MENTORING YOUTH AND WOMEN EMPLOYED OR SELF-EMPLOYED IN THE SUSTAINABLE ENERGY VALUE CHAIN (SEVC) IN UGANDA

Location: Uganda

Scope of Work :

The consultancy firm/training institute/incubation center will be contracted by AVSI to provide business coaching and mentoring services to the women and youth businesses boosted by the ACCF program.

This assignment aims to recruit a partner consulting firm/training institute/incubation center to coach and mentor 1000 youth – male and female – led MSMEs (owners/managers) and 200 employed professional profiles in the SEVC in Uganda.

Tasks :

Under the supervision of the Program Manager, the consultancy firm/training institute/incubation center will:

  • Identify capacity gaps of individual beneficiaries ;
  • Coach the ACCF program beneficiaries in the day-to-day business running ;
  • Coach the trained entrepreneurs that have received an energy loan to implement their suggested business model canvas and support the introduction of the loan repayment in their business financials ;
  • Support the businesses that have not yet accessed a loan to become bankable ;
  • Support ACCF trained beneficiaries with linkages to employment opportunities in the SEVC ;
  • Prepare and submit to AVSI monthly reports on the progress of the MSMEs and employed professionals that have undergone coaching and mentorship.

The consultancy firm/training institute/incubation center will be supported by AVSI’s local project officer in Uganda.

Deliverables :

The consulting firm/vocational training institute/incubation center will provide the following deliverables :

  • Inception meeting report describing how the consultants will undertake the assignment and a proposed work plan;
  • Monthly reports to be submitted every 5th day of the next month which should include the following documents:
  •  Individual coaching and mentoring plans;
  • updates of progresses achieved by each mentee containing recommendations.
  • Final report with key lessons learned.

Qualification and experience of the supplier :

The Uganda based consultancy firm/training institute/incubation center team is expected to have:

  • Proven track record in coaching and mentoring youth – male and female – led MSMEs ;
  • Experience in inspiring and motivating youth with a strong focus on gender equality ;
  • Good understanding of access to energy and related issues in rural areas ;
  • A team of experienced mentors/coaches specialized in business start-up and in soft skills relevant for the development of strong motivated entrepreneurs ;
  • A team of mentors/coaches well conversant in English, Luo, Luganda, Runyankole, Busoga and Kiswahili ;
  • Strong organizational and event coordination experience ;
  • Ability to work independently and critically with tight deadlines ;
  • Willingness to spend time in remote rural areas in Uganda.

Duration/timeline for the assignment :

The consultancy assignment requires up to 100 man/days over a period of 12 months, starting from 1st July 2021.

Conditions :

  • Consultant must be based in Uganda ;
  • Consulting/professional fees for a maximum of 100 man-days will be paid ;
  • AVSI will provide transportation for travel outside the duty station ;
  • AVSI will provide needed materials – stationeries and documents – to support the deliverables.

Evaluation criteria and application procedures :

Candidates will be assessed against the following criteria :

  • Experience in coaching and mentoring youth – male and female – led MSMEs ;
  • Demonstrated experience in coaching and mentoring micro-entrepreneurs with focus on gender equality ;
  • Demonstrated experience in developing basic coaching and mentoring individual plans ;
  • Proven experience in coaching/mentoring businesses within the SEVC will be considered as advantage ;
  • Availability of a team of at least 8 mentors each with minimum 2 years of proven experience in coaching/mentoring ;
  • A team of at least 8 mentors who are fluent in English, Luo, Luganda, Runyankole, Busoga and Kiswahili (oral and written).
