Expression of Interest No.: 001/S/CEBE/UR-SPIU/2019-2020/ADF related to the Consultancy Services to Develop the Key Strategic Documents of East Africa’s Centre of Excellence for Biomedical Engineering and E-Health (CEBE)

 

INTRODUCTION :

The Government of Rwanda received a loan from the African Development Bank (AfDB) towards the cost of East Africa’s Center of Excellence for Skills and Tertiary Education in Biomedical Sciences Project – Phase 1. It is intended that part of the proceeds of this loan is being applied to establish a “Regional Centre of Excellence in Biomedical Engineering and e-Health (CEBE)” at the University of Rwanda (UR), to be located in Kigali Innovation City.

The University of Rwanda (UR) is implementing the Regional Centre of Excellence in Biomedical Engineering and e-Health (CEBE) Project. UR is a multi-College and multi-Campus institution offering a wide range of academic programs. As such, it provides opportunities for students to pursue a variety of programs – some are quite specialized in nature, others that are multi-disciplinary and/or problem-based in focus. The programs are offered at different Campuses across the country, through both face-to-face, online distance learning modes of deliveries or blended made.

CEBE seeks to scale up skills, advancing knowledge and excelling in higher education in East Africa in a regional integration framework. The development objective of the Center is to contribute to the development of a relevant and quality skilled workforce in biomedical sciences and e-Health to meet EAC’s immediate labor market needs.

CEBE now invites consultancy qualified firms, higher learning institutions and universities to provide the following consulting services (hereinafter called “Services”) : “Consultancy Services to Develop the Key Strategic Documents of East Africa’s Centre of Excellence for Biomedical Engineering and E-Health (CEBE)).More details on the Services are provided in the Terms of Reference (Section 7).

QUALIFICATION OF THE FIRM :

  • The successful firm shall have a minimum of 8 years experience in strategic planning and design for higher academic and/or health institutions ;
  • In general, the firm shall have at least four similar complex projects carried out in the last 8 years; of which 2 should have been carried out for an academic institution ; and
  • Preference for a firm with knowledge of the country and/or region.

The consultancy firm should have the 6 key personnel as follows : a dedicated Project team allocated to this assignment, Biomedical Engineer Expert, Rehabilitation and Mobility Sciences Expert, E-Heath Expert, Communication Expert and Capacity Building Expert

The firm should provide the list of its staff, indicating, for each member: (i) professional qualifications; (ii) fields of expertise and experience; (iii) studies with similar scope to the project described in these TORs in which the expert participated in the last 5 years; (iv) role to be played by each of the experts in each of the projects mentioned.

The selection will be based on the detailed Terms of Reference (available at www.ur.ac.rw) and in accordance with the method of selection Quality Cost Based Selection (QCBS) set out in with the policies of the Bank detailed in the Rules and Procedures for the Use of Consultants.
