Feasibility Studies for the Nigeria Innovation Programme

  1. The African Development Bank is working with the Federal Governmental of Nigeria to support the development of a Nigeria Innovation Programme. The programme aims to boost innovation and job creation by further developing the technology and creativity entrepreneurship ecosystem. It comprises four complementing pillars including human capital, infrastructure, financing and enabling environment. The programme is expected to have a strong private sector and sustainability approach. Within this context, the African Development Bank, hereby invites Consulting Firms to indicate their interest in the following Assignment: Consultant Firm to Conduct Feasibility studies for the Nigeria Innovation programme ;
  1. The services to be provided under the assignment include an assessment of the adequacy and operational effectiveness of key proposed interventions for the Nigeria Innovation Programme. The prefeasibility for the Nigeria Innovation Programme was undertaken in 2019, to ascertain the context dynamics, map out the main ecosystem participants and define the potential interventions areas. The brown and green field interventions identified by the prefeasibility requires deeper assessment to strengthen the due diligence to inform a robust programme ;
  2. The feasibility study will lead to the detailed design of the programme, including the interventions and sustainability, detailed activities, economic viability of the programme, costing and impact, partnerships to be leveraged to expand financing of the programme and the Monitoring and Evaluation framework for implementation ;
  3. The consultant firm will be expected to deeply engage at both Federal and State levels ;
  4. The estimated duration of services is 2-3 months and the estimated starting date is March, 2020. The Consultant is expected to finalize all deliverables and reports by end May, 2020 ;
  5. The African Development Bank Nigeria Country Department invites Consulting Firms to indicate their interest in providing the above-described services. To apply, interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services. It should include a profile of the consulting firm, CVs of key qualified staff and consultants, a description of similar assignments and a list of references to similar work undertaken by the firm ;
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank Procurement Policy and Procedures for the Recruitment of Corporate Consultants. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist. Only the shortlisted consultants will be contacted ;
  2. Interested Consultant Firms may obtain further information at the address below during the Bank’s working hours: 8:00 AM to 5:00 PM WAT ;
  3. Expressions of interest must be received at the address below no later than 31 January, 2020 at 5 PM WAT and specifically mentioning Feasibility Studies for the Nigeria Innovation Programme ;
  4. All documents must be transmitted in ONE FILE ONLY. Transmissions involving multiple files will be rejected! The PDF format is preferred.
