The Government of Uganda has received funds from the African Development Bank (AfDB) and the EU-Africa Infastructure Trust Fund towards the Uganda Rural Electricity Access Project (UREAP). It is intended that part of the funds will finance consultancy services to undertake “Efficiency and Capacity Assessment of the Energy and Mineral Development Sector.”
The overall objective of the assignment is to examine the current set up of the sector and its agencies including regulatory systems with particular reference to roles of different players and their capacity to meet respective obligations and mandates. The study also includes an evaluation of the performance of the Ministry of Energy and Minerals Development and its agencies based on project implementation funded by different development partners. Additionally, the consultant will come up with recommendations regarding the capacity enhancement requirements to fill the identified capacity gaps with a view to improving sector governance and performance.
The expected duration of the assignment is twelve 12 months.
The Ministry of Energy and Mineral Development (MEMD) has delegated the Electricity Regulatory Authority (ERA) of Uganda as the procurement agent for this assignment and ERA now invites eligible consultants to express their interest in providing these services. The Interested consultants must provide information indicating that they are qualified to perform the services 1
(Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.) Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 edition, revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
