The Government of the Kingdom of Lesotho has received financing from the African Development Fund towards implementation of the Economic Diversification Support Project and intends to apply part of the agreed amount for this loan to payments under the contract for consultancy services to undertake training needs assessment for the 5 tourism business clusters and capacity building. The five tourism business clusters that LTDC intends to focus on are: (i) accommodation, (ii) tour operators, (iii) event organizers, (iv) tour guides and (v) crafters.

The overall objective of the assignment is to conduct an analysis of the training needs within the selected 5 tourism business clusters. The consultancy is expected to identify training/ skills gaps that can be addressed through short term training, mentoring and/or coaching to ensure that the selected clusters have the right skills set to enhance their effectiveness in the creation of jobs. The consultant is also expected to develop and deliver capacity building program to the 5 tourism business clusters based on the recommendations of the training needs assessment. The assignment is also expected to build a pool of trainers to support the 5 clusters going forward.

The estimated duration of this assignment is 6 months from the date of signing of the contract.

The Ministry of Trade and Industry now invites eligible Consultancy Firm to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy and Methodology for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

EOIs must be delivered to the address below by 25th October, 2019 at 16.30hours and mention “Training needs assessment for tourism business clusters and capacity building”.
