Independent Development Evaluation (IDEV)
- The African Development Bank hereby invites Senior Individual Consultants to indicate their interest in the following Assignment : Support to the Evaluation of the Bank’s Results Measurement Framework (RMF) 2016-2025 ;
- Under the overall policy and management guidance of the IDEV.1 Manager as well as the direct supervision and guidance of and report to the designated Task Manager, the Individual Consultant will be responsible for support to the full evaluation cycle of work ;
- The services to be provided under the Assignment by the Senior Individual Consultant :
- Finalize the design of the mid-term evaluation of the Bank’s Results Measurement Framework ;
- Prepare some background documents to be used as lines of evidence for the evaluation (e.g., Benchmarking/Comparator report, etc.) ;
- Review all evaluation background documents prepared internally by IDEV ;
- Review the final reports prepared by IDEV.
- The Independent Development Evaluation invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
- The eligibility criteria, the establishment of a shortlist, and the selection procedure shall conform with the Bank’s Rules and Procedures for the Use of Consultants, 2012 edition, available on the Bank Website at http://www.afdb.org. Consultants must comply with the “minimizing conflicts of interest” considerations (Annex 1 to AfDB’s Independent Evaluation Policy). Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- The estimated duration of services is around 90 persons-day and the estimated starting date is 10 August 2020 ;
- Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours: 09:00 to 17:00 hours. Consultants are invited to register in the Bank’s DACON system at https://econsultant.afdb.org:44356/welcomedacon# (use Internet Explorer) ;
- Expressions of interest must be received at the address below no later than 31 July 2020 at 23:59 hours local time and specifically mentioning Senior Individual Evaluation for RMF Evaluation.

ESTABLISHMENT OF THE SHORTLIST
- A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their updated resume.
