  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following assignment : Independent Review of the Multi-Partner Somalia Infrastructure Fund ;
  1. Background Information : The Multi-Partner Somalia Infrastructure Fund (SIF) was born out of the desire to consolidate peace and embark on a path of long-term development. Following the establishment of the Somalia Development and Reconstruction Facility (SDRF), within the context of the Somali New Deal Compact endorsed in Brussels in September 2013, the Federal Government of Somalia (FGS) requested the African Development Bank (AfDB) to establish and manage a Fund that would support the rehabilitation and development of infrastructure in the country. The SIF became operational on 3 October 2016 following approval by the AfDB Senior Management, of the Framework Document establishing the SIF within the Bank’s Transitional Support Facility (TSF). The SIF’s goal is to support and accelerate Somalia’s inclusive and sustainable economic recovery, peace and state building. The bulk of activities financed by the SIF are hard infrastructure investment projects, particularly in the energy, transport, water & sanitation, and ICT sectors. The SIF also aims at supporting institutional and human skills development related to infrastructure reconstruction and development ;
  1. Independent Review : The Framework Document for the establishment of the SIF provides that an independent Mid-Term Review (MTR) of the SIF would take place two years after its operationalization. Due to the slow take off by the Fund, an independent review was not commissioned two years after operationalization as envisaged. An independent review will draw conclusions on the successes, challenges and analyze lessons learned at the Fund and project level, evaluate progress towards the outcome and output indicators identified by individual projects, and identify any changes that may be required in the design and management of the SIF to maximize the likelihood that the Fund achieves its objectives ;
  1. Purpose of the Independent Review : The main purpose of the review is to assess the overall performance of the SIF to date, while highlighting successes and challenges encountered, and make recommendations for the Fund’s future operations. In this regard, the review exercise will assess the performance of the Fund in the following areas :
  • Strategic relevance and consistency of SIF operations with the Somalia National Development Plan, the Sustainable Development Goals and the Bank’s corporate strategies, including the Ten-Year Strategy 2013-2022, the High 5s and the Strategy for Addressing Fragility and Building Resilience in Africa (2014-2019) ;
  • Assess the current and possible future development impacts of the SIF ;
  • Assess compliance with the Framework establishing the SIF including compliance to the Bank’s rules and procedures ;
  • Assess the effectiveness of the governance structure of the SIF ;
  • Review the Framework Document and make recommendations for revisions or amendments in order to reflect the operating environment and any changes that may have occurred since its operationalization ;
  • Assess the operational efficiency including the administration of the Fund by the AfDB through the Bank’s RDGE, economic relevance of projects, technical appropriateness and financial viability ;
  • Assess the risk management mechanism including the extent to which risks are identified and mitigation measures put in place ;
  • Assess and make recommendations for improvements on the relevance, appropriateness and efficiency of the monitoring and evaluation of the Fund and projects ;
  • Assess visibility efforts including awareness raising, communication, dissemination etc. ;
  • Assess the resource mobilization efforts for the Fund and provide recommendations for enhancement ;
  • Assess the possibility of the Fund becoming a viable independent trust fund rather than sitting within the TSF ;
  • Assess the sustainability of the Fund in view of how the projects are contributing to the overall development context of Somalia and their complementarity with initiatives undertaken by other development agencies and partners.
  1. Essential skills and qualifications :
  • At least a Masters degree in a relevant development discipline (such as public administration, international development, economics, finance or any related field), with a minimum of 10 years of relevant professional experience on similar assignments ;
  • Experience in applying qualitative and quantitative evaluation methods ;
  • Significant experience in management of a Country/Thematic trust fund for a bilateral/multi-lateral donor will be an added advantage ;
  • Knowledge of working in a Fragile State and/or Somalia will be a significant advantage ;
  • Significant experience in drafting reports and studies in English that are of a very high standard.
  1. The East Africa Regional Development and Business Delivery Office invites Individual Consultants to indicate their interest in undertaking the independent review of the SIF. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
  2. The eligibility criteria, the establishment of a shortlist and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the selection of Corporate Consultants. Please note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  3. The estimated duration of services is 50 working days over a period of 3 months. The Consultant is expected to start work as soon as the contract is signed, before the end of 2020. The Consultant will undertake the assignment from their home country. Whenever necessary, the Consultant may need to travel to Somalia or Kenya for missions, under the guidance of the Bank’s Management and Security Team ;

  1. Establishment of the Short List : A shortlist of three to six individual consultants will be established once the expressions of interest are received. Candidates who are shortlisted will be requested to send technical and financial proposals and comment on the Terms of Reference. The Consultants on the shortlist will be judged on the following criteria on the basis of their resumes.
