MINISTRY OF WATER DEVELOPMENT, SANITATION AND ENVIRONMENTAL PROTECTION
INTEGRATED SMALL TOWNS WATER SUPPLY AND SANITATION PROGRAM TENDER FOR CONSTRUCTION OF WATER AND SEWERAGE INFRASTRUCTURE IN LUAPULA PROVINCE

- This Invitation for Bids follows the General Procurement Notice (GPN) published online in UN Development Business Ref # AfDB350-04/17 posted 10 April 2017 and on the African Development Bank Group’s website ;
- The Government of the Republic of Zambia has received funding from the African Development Bank (AfDB), the African Development Fund, Middle Income Trust Funds and Africa Growth Together Fund, in various currencies towards the cost of the Integrated Small Towns Water Supply and Sanitation Program in Luapula Province. It is intended that part of the proceeds of this financing will be applied to eligible payments under the contract for Water Supply Improvement Works in Mwense and Kawambwa (Luapula Province) – Lot 2 ;
- The Ministry of Water Development, Sanitation and Environmental Protection now invites sealed bids from eligible bidders for the Water Supply Improvement Works in Mwense and Kawambwa (Luapula Province) – Lot 2 covering the scope summarized here below :
MWENSE :
- Design and Construction of a new weir upstream on Mwense Stream and a gravity transmission line ;
- Construction of a conventional slow sand filters WTP (50 m3/hr – 1,200 m3/day capacity) ;
- Minor repair works on the existing rapid modular plant and replacement of back wash tanks, valves, painting and pipework ;
- Supply and installation raw water gravity main from new intake pump house to new WTP and old WTP (9.6 km, ND 400 PVC) ;
- Supply and installation treated water rising main from old WTP to Low Density new plots Elevated Tanks (0.8km, ND 150 DI) ;
- Construction of the HL pump station at WTP to house 4 pumps) ;
- Construction of a 1,000m3 clear well at the existing WTP to replace the existing one ;
- Construction of a 300m3 cold pressed steel panel tank at Low Density new plots ;
- Geotechnical investigations to confirm soil bearing capacity for proposed structures (to be undertaken by the Contractor as part of the works contract) ;
- Replacement and extension of the water distribution network to new developmental areas (Matelo, Shingwe, Nsakulaba and Low Density new plots / Total: 10 km of ND75 to ND 200 PVC) and Supply and Installation of bulk water meters (Total: 10 no.) ;
- Replacement of existing and installation of new water meters (Total: 800 no. of Domestic and Non-Domestic, including service connections) ;
- Construction of shared water taps in Matelo and Nsakaluba ;
- Installation of Telemetry system for the WTP and water tanks (Radio System) ;
- Design and construction of new district office (single storey – floor area 190m2) for Luapula Water and Sewerage Company (LpWSC) in Mwense. The new office shall be used by the Engineer during the project implementation period after which it will be handed over to LpWSC.
KAWAMBWA :
- Existing Booster pump station at the WTP – Installation of 2 HL pumps (1D+1S) complete with motors for transmission to new Ntulo ET ;
- Supply and installation of a treated water rising main from WTP to Ntulo Tank (2.1 km, ND 100 DI) ;
- Construction of a 500 m3 RC ground clear water tank and construction of 300 m3 cold pressed steel panel ET in Ntulo/Mutuna Village ;
- Replacement and extension of the water distribution network to new developmental areas (New Town, Part of Ntulo, Matelo and PWD area / Total: 33.5 km of ND75 to ND 200 PVC) ;
- Supply and Installation of bulk water meters (Total: 6 no.) ;
- Replacement of existing and installation of new water meters (Total: 970 no. of Domestic and Non-Domestic, including new service connections) ;
- Construction of shared water taps in Matelo, Chadale and Ntulo/Mutuna Village ;
- Installation of Telemetry system for the WTP and water tanks (Radio System) ;
- Design and construction of new district office (single storey – floor area 190m2) for Luapula Water and Sewerage Company (LpWSC) in Kawambwa. The new office shall be used by the Engineer during the project implementation period after which it will be handed over to LpWSC.
- Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of the Ministry of Water Development, Sanitation and Environmental Protection, 3rd Floor, Mukuba Pension House, Dedan Kimathi Avenue, Lusaka, Zambia from 08:00 hours to 13:00 hours and 14:00 hours to 17:00 hours, local time, Monday to Friday. - Bidding will be conducted through Open Competitive Bidding International (OCBI) procedures specified in the African Development Bank Group’s Procurement Framework for Bank Group-Funded Operations and is open to all bidders from eligible source countries as defined in the Framework ;
- A complete set of Bidding Documents in English can be obtained upon payment of a non-refundable fee of ZMW 1000.00 or its equivalent in any freely convertible currency of the prevailing Bank of Zambia exchange rate, in cash or by Bank certified cheque at the address given below during office hours between 08:00 hours to 13:00 hours and 14:00 hours to 17:00 hours Local Time ;
- The provisions in the Instructions to Bidders and in the General Conditions are those of the Bank’s Standard Bidding Document for Procurement of Works, Small Works ;
- Sealed Bids clearly marked ‘‘Water Supply Improvement Works in Mwense and Kawambwa (Luapula Province) – Lot 2 – Integrated Small Towns Water Supply and Sanitation Program” should be deposited in the Tender Box at Ministry of Water Development, Sanitation and Environmental Protection, 3rd Floor, Mukuba Pension House, Dedan Kimathi Avenue, Lusaka, Zambia on or before 10:30hrs local time on 30th June, 2020 ;
- Bids must be accompanied by a USD 240,000.00 Bid security (Unconditional Bank Guarantee) or equivalent amount in a freely convertible currency, issued by a reputable Bank with a validity period of 28 days beyond the bid validity period ;
- Bids shall remain valid for 120 days after the deadline for bid submission prescribed above ;
- Bids will be opened in the presence of bidders’ representatives who choose to attend on 30th June, 2020 at 10:30hrs, local time.
