SPECIFIC PROCUREMENT NOTICE

MULTINATIONAL : BAGAMOYO – HOROHORO/LUNGALUNGA – MALINDI ROAD PROJECT

MOMBASA – KILIFI (A7) ROAD SECTION

LOT 1 : MOMBASA – MTWAPA (A7) ROAD SECTION

TENDER NO. KeNHA/2334/2020.

  1. This request for expression of interest follows the General Procurement Notice for this project that appeared in United Nations Development Business No. AfDB-P454805-01/20 of 16thJanuary 2020 and African Development Bank (AfDB) internet website on 20th December 2019 ;
  2. The Government of the Republic of Kenya has applied for financing from the African Development Bank (AfDB) and a grant from the European Union (EU) to finance the Multinational Bagamoyo – Horohoro/Lunga Lunga – Malindi Road Project, Phase I Mombasa – Mtwapa – Kilifi (A7) Road Project, and intends to apply part of the proceeds for this loan to make eligible payments under the contract for the Construction of LOT 1: Dualling of the Mombasa – Mtwapa (A7) road section (13.5Km) ;
  1. The Government of Kenya through the Kenya National Highways Authority, herein referred to as the Client now invites sealed bids through Open Competitive Bidding (OCB) from eligible bidders for the Construction of Lot 1: Dualling of the Mombasa Mtwapa (A7) road section (13.5Km) ;
  1. The project starts at the end of Nyali Bridge (northern) within Mombasa City and runs in a northerly direction through Kengeleni, Nyali, Bamburi, before terminating at the start of Mtwapa Bridge ;
  1. The works entails the construction of a dual carriageway consisting of four lanes. The works will also entail construction of grade separated junctions, service roads, major and minor drainage structures, access roads and social amenities along the road ;
  1. The pavement structure shall comprise Asphalt Concrete surfacing, Dense Bitumen Macadam base, cement improved Graded Crushed Stone (GCS) sub-base and natural material improved subgrade. A single seal surface treatment shall be carried out on the main carriageway, shoulders, junctions and accesses ;
  1. The following are the approximate quantities for the major Bill items of the works :

  1. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document ;
  1. Due to the outbreak of the Covid-19 and subsequent government directives on the containment of the spread. There shall NO physical pre-bid meeting and site visit. However, the bidders are encouraged to make arrangements to visit the site and familiarize with the project area before submission of bids. However, there will be a virtual pre-bid conference and bidders interested in attending are asked to confirm attendance by providing their credentials (name, position and firm represented, and email address) within 21 days from the date of this publication to the email addresses provided in 7 above so that invitations for participation in the virtual pre-bid conference can be arranged through the email addresses. The date and time for the virtual pre-bid conference will then be confirmed to the interested bidders ;
  1. The bids must be accompanied by a bid security of 90,000,000(Kenya Shillings Ninety Million only) or its equivalent in a freely convertible currency ;
  1. Bids enclosed in plain packages and clearly marked with the Tender Reference Number and Description for identification as appropriate, sealed and transmitted by courier or delivered by hand so as to be received at the address below, not later than 1000hrs local time on Wednesday 2nd December, 2020.
