REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES)
Senior Advisor to the EDM Executive Director for Generation and Transmission
This request for expressions of interest follows the General Procurement Notice (GPN) that was published in the United Nations Development Business website with reference AfDB441-05/16 and in the African Development Bank Group’s website on May 11th, 2016.
The Government of the Republic of Mozambique (GoM) has received a loan from the African Development Fund (AFDB) to finance the Enabling Large Scale Gas and Power Investments in Mozambique Technical Assistance Project (ELSGAPI) and intends to apply part of the agreed amount for this loan to payments under the contract for an Individual Consultant, hereby referenced to as the Senior Advisor to the EDM (the national power utility) Executive Director for Generation and Transmission, to bring unique knowledge and skills which augment the knowledge and skills of the (EDM’s (national power utility) Executive Director for Generation and Transmission to effectively manage the organization with regards to the generation and transmission of electricity.
The overall responsibilities of the senior advisor will include and not limited to :
- The advisory consultant will assist the Senior Advisor for the EDM Executive Director for Generation and Transmission by making recommendations and/or providing him/her with key information ;
- The senior consultant advisor will contribute to the effectiveness of the Board of Directors as it works to carry out a specific initiative ;
- Since the board of directors has ultimate governance authority for the organization, the advisory consultant will focus narrowly on a specific program in order to advise or support the organization through the executive director for generation and transmission ;
- The advisory consultant shall gather input from/serve as a liaison with relevant institutions, provide technical expertise and assist generation and transmission staff in determining important activities ;
- Support the development of a National Control Centre to ensure that the upcoming masterplan projects in generation, transmission and distribution will have a proper tool for operation and dispatch ;
- Support in Integrated Masterplan update, to ensure that EDM can improve its in-house expertise in power system planning and in facing the inherent main key challenges (ensure quality and security of supply, integration of intermittent MWs in the national grid, least cost planning, etc).
MIREME now invites eligible individual consultants to indicate their interest in providing the advisory services. Interested individual consultants must provide information indicating that they are qualified to perform the services (CV; academic qualification certificates/diplomas, as well as other professional certificates, description of general experience and description of similar assignments).
The advisory consultant must have a wide range of expertise, sufficient for him to accomplish the objectives of the assignment.
The qualifications for this function include :
- Bachelor’s degree in Electrical Engineering and registration as a Professional Engineer with a professional body: 20 points
- Minimum 15 years of practical experience working with national power utilities of which, 5 years in a supervisory or management position: 30 points
- Having served as a power utility economic analysis expert in at least 3 years in consultancy/advisory assignments to national power utilities: 10 points
- Have proven experience using transmission and/or distribution modeling tools (PSS/E, PowerWorld, Aspen, etc), in transmission analysis with regards to developing and constructing power generation and storage assets and in interpreting transmission system analysis studies and using that information to advise on business development projects and activities: 10 points
- Working experience in or direct interaction experience with one of the major regional transmission organizations in the Southern Africa: 20 points
- Fluency in English and working knowledge of Portuguese language: 10 points
Total : 100 points
Possess experience in power utility T&D operations, transmission expansion planning, performance improvement, loss reductions, and connections as well as, work experience in developing countries environments, particularly in Southern Africa will be an advantage.
The consultant shall be available to start carrying out the services immediately after contract award, estimated to occur by October 2020. The required services will be for an approximate period of twelve (12) months.
The consultant will be selected in accordance with the procedures set out in the African Development Bank Rules and Procedures for the Use of Consultants dated May 2008, revised July 2012.
