Organisational Context :

UNDP seeks a Nonprofit Organization to enhance the technical capacities and resources of six (6) Civil Society Organizations (CSO) and three (3) relevant national institutions such as Liberia National Police (LNP), Drug Enforcement Agency -DEA and Liberia Immigration Services-LIS (Ministry of Justice) to prevent and respond to SGBV and HPs at national, subnational and community levels.

Current institutional capacities and mechanisms largely remain weak and incapable of efficiently implementing multisectoral programming approaches to plan, implement and monitor interventions to prevent and respond to SGBV, HPs and SRHR-related issues at both national and subnational levels. The most significant obstacle is the absence of adequate institutional budgetary allocation to meet the gender-specific needs of women and men, boys and girls as well as strengthened human resource capacities to adequately plan and respond to SGBV. This adversely impacts both the design and implementation of activities and monitoring and evaluation (M&E). Thus, there is considerable public mistrust in the delivery of appropriate services to effectively address the structural causes of the high incidence of SGBV and related problems, fostering a culture of impunity.

The programme will be accompanied with strong capacity development support to strengthen the capacity of the relevant institutions to organize evidence-based advocacy campaigns to prevent SGBV/HPs and address SRHR; and engage in coordinating, planning, developing and implementing multisectoral programmes/interventions.

The activities are part of the EU/UN Spotlight Initiatives (a multi-national partnership initiative designed to eliminate all forms of violence against women and girls as well as increase access to sexual and reproductive health and rights services) and will be implemented in the five most-affected counties (Montserrado, Grand Cape Mount, Lofa, Nimba and Grand Gedeh).

The grant focuses on pillar 2 of the EU Spotlight Initiatives Country Programme Document which translates to outcome 2 relative to the below specific outputs seeking to ensure:

  1. Key officials at national and/or sub-national levels in all relevant institutions are better able to develop and deliver evidence-based programs that prevent and respond to VAWG, especially for those groups of women and girls facing intersecting and multiple forms of discrimination, including in other sectors ;
  2. Multi-stakeholder, national and/or sub-national coordination mechanisms established at the highest level and/or strengthened that are adequately funded and include multi-sectoral representation and representation from the most marginalized groups.

Scope of Work :

To achieve the outputs mentioned above, CSOs are asked to undertake the following activities:

  1. Support 6 CSO/NGOs and three (3) relevant government institutions such as Liberia National Police (LNP), Drug Enforcement Agency -DEA, Liberia National Fire Service-LNFS, Liberia Immigration Services-LIS, Ministry of Justice, Armed Forces of Liberia (AFL) and Ministry of National Defense -MOD in the selected counties to integrate SGBV/SRHR into the curriculum of service personnel and provide oversight in compliance with international standards :
  • Specifically designing of curriculum and tools that respond to SGBV/VAWG in the Ministries listed above ;
  • Conduct validation workshops with relevant stakeholders ;
  • Design and hold training sessions for service personnel on curriculum usage and provision of oversight in compliance with international standards ;
  • Print and disseminate the curriculum.
  1. Ensure institutions develop strategies, plans and /or programs with a costed action plan to prevent and respond to VAWG, including SGBV/HP, and promote women and girls’ SRHR, for women and girls facing intersecting and multiple forms of discrimination:
    • Design and hold training sessions for local CSOs and relevant national institutions (in the five targeted counties including those groups facing inter setting forms of violence) to lead/support the development of strategies, plans/programs with costed plan to prevent and respond to VAWG in their respective institutions.
  2. Strengthen coordination and multi-sectoral approaches among the justice and security actors especially (SGBV Prosecution Crimes Unit, Criminal Court E and Women and Children Protection Section) to address SGBV.

Support county level mechanisms to operationalize and enhance coordination of WACPS and SGBV crimes units to effectively investigate and provide psycho- social counseling to victims of SGBV and HP.
