  1. Context :

The Government of the Republic of Rwanda has received financing from the African Development Bank in the form of loan towards the cost of Rwanda Sustainable Water Supply and Sanitation Program. The Water and Sanitation Corporation (“WASAC Ltd”), an Executing Agency, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for the Consultant Services for Capacity Building Needs Assessment; and Capacity Building for WASAC Ltd and Different Structures Involved in Water and Sanitation Management.

  1. The Assignment :

The objective of the consultancy services is to conduct capacity building needs assessment of WASAC Ltd and its key stakeholders. The consultant shall review the current WASAC Ltd structure and propose its improvements. It will assess the capacity building needs for WASAC Ltd and key stakeholders (Water Supply Private Operators and District Authorities). The capacity assessment framework shall identify the multiple dimensions of capacity in relation to each other as well as to the expected results and should go beyond individual capacity (relevant skills and abilities) to include organizational capacity (governance, structures, processes, etc.) as well as the broader context and environment within which the organization functions for the sustainability of WASAC interventions. The consultant shall also build the capacity for WASAC Ltd through technical trainings of staff, staff from Private Operators and Districts Water Supply and Sanitation Officials, and training of different structures involved in the management of water supply and sanitation services :

  • To carry out the review and design improvement for organizational structure of WASAC to facilitate the entity to bridge the capacity gaps and achieving the strategic objectives;
  • To conduct staff capacity and skills needs, and training needs assessment aiming at comparing the current skills in WASAC with the proposed job profiles (future needs) of the company. Identify gaps and give recommendations on how to address them and establish capacity building plan. The recommendations would include staff rotations (line transfers, capacity building and recruitment plans);
  • To conduct capacity building needs assessment for key stakeholders (Private Operators and District Water and Sanitation Officials);
  • To provide trainings for staff of Water and Sanitation Corporation
  • To provide trainings for staff from Private Operators and District Water and Sanitation Officials
  • To conduct capacity building for different structures involved in the management of water supply and sanitation services;
  • To provide the client with regular status reports and other reports as per the Terms of Reference, together with all related necessary technical assistance and professional advice to the Client related to implementation of the said capacity building activities; and

The project will be implemented by the Water and Sanitation Corporation (WASAC) Ltd and the assignment duration will be 24 month period.

  1. WASAC now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified and have relevant experience to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills of the staff, etc.). Consultants may constitute joint-ventures to enhance their chances for qualification.
  2. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method. Please note that interest expressed by a consulting firm does not imply any obligation on the part of the Water and Sanitation Corporation to include it on the shortlist.
