MULTINATIONAL (LIBERIA/COTE D’IVOIRE) – MANO RIVER UNION ROAD DEVELOPMENT AND TRANSPORT FACILITATION PROGRAMME – PHASE 2

 

GENERAL PROCUREMENT NOTICE

  1. The Government of Liberia (GOL) has applied for financing in the amount of UA 61.49 million from the Bank and its co-financiers: European Union (EU) and European Investment Bank (EIB) toward the cost of implementing the Mano River Union Road Development and Transport Facilitation Programme Phase II and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this Programme.

The Programme- is Phase 2 for the upgrading of the road sections:

  1. Fish Town – Kelipo (20km) – Lot 1 and
  2. Sanniquellie –Loguatuo Road (47.1km) Lot 2.

Procurement of contracts financed by the Bank Fund will be conducted through the procedures as specified in the Bank’s Procurement Framework, Dated October, 2015 and is open to all bidders as defined in the Procurement Framework. Eligibility criteria for consultancy services for the establishment of the short-list and the selection procedure shall be in accordance with the Bank’s “Procurement Policy for Bank Group Funded Operations dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

More specifically, recruitment of consultancy services will be by Quality Cost Based Selection (QCBS) method. Direct contracting selection method may be approved by the Bank based on acceptable justifications and under special circumstances that is acceptable to the Bank. Individual consultants will be competitively recruited through Individual Consultant Selection, and audit firm will be recruited under Least Cost Selection by the Government of Liberia (GoL).

Specific Procurement Notices for contracts to be bid under the Bank’s Open international competitive bidding (OCB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and Bank website, trade publications of wide international circulation and in local newspapers.

  1. The principal objectives of this Programme (as was the case with the ongoing first phase) is to boost the post-conflict economic recovery of the two countries in the MRU region by improving road infrastructure and promoting intra-community and regional trade.

Specifically, the Programme seeks to improve transport conditions on the two road sections in order to reduce transport costs, facilitate the free movement of persons and goods between the two countries and improve the living conditions of Programme area communities.

The expected outcomes include: (a) reduced transport costs and travel time; (b) enhanced potential for agriculture thereby contributing to poverty reduction among communities on the corridors; (c) improved road safety, and (d) improved regional trade and integration.

The important objective of the programme, when implemented, will generate social and economic activities, promote cross-border trade and integrate the economies within the ECOWAS and MRU Communities.

This project when implemented will contribute to reducing the poverty levels of the population that depend on this form of transport mode of the corridor for livelihood. The construction of this road will also benefit local farmers to have access to an all -weather road to sell their goods and products thereby improving the economy. Because the road will serve a major hub for trade, the Government through its Revenue generating authority will generate lawful revenues through taxes that will in turn contribute to improving the lives of her citizens by providing the basic social and economic needs of its citizens.

  1. The Programme includes the following components:

Component 1: Road Construction and mitigation of negative environmental impacts – Upgrading 67.1km of road from gravel standard to asphaltic concrete;

Component 2: Social Infrastructure measures and Institutional Support – Construction of roadside market, separated toilets and water facilities including women empowerment measures etc.;

Component 3: Transport Facilitation – Construction and equipment of 1 One-Stop Joint Border Post, including weighing/toll stations and health control posts, between Côte d’Ivoire and Liberia at Loguatuo/Gbeunta Border Post;

Component 4: Programme Management – Technical Assistant to assist in contract project management, M&E, Joint Technical Committee, Project Financial and Technical Audit, Visibility plan and others.
