The Government of the Republic of Namibia has received financing from the African Development Bank toward the cost of the TRANSPORT INFRASTRUCTURE IMPROVEMENT PROJECT, and intends to apply part of the agreed amount for this loan to payments under the contract for the Skills Development Promotion in the Roads Sub-sector.
The services required for this assignment include undertaking a Skills Needs Analysis followed by designing a Skills Development Programme that will be implemented in selected regions of the country. The implementation will include mentorship through a pilot programme followed by development of model specifications and contract documents to be used on road maintenance initiatives targeting the youth and women.
The output of the services shall be a crop of trained youth and women capable of successfully undertaking road maintenance contracts. The Executing Agency for the project is the Ministry of Works and Transport, with the Roads Authority charged with the responsibility to manage these services. The services are expected to be implemented over an 18-month period.
The Roads Authority of Namibia now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s ‘Procurement Policy and Methodology for Bank Group Funded Operations (BPM)’, dated October 2015 which is available on the Bank’s website http://www.afdb.org.

Expressions of interest must be delivered to the address below by 23 May 2019 at 11:00 hours local time and mention “EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR UNDERTAKING SKILLS DEVELOPMENT PROMOTION IN THE ROADS SUB-SECTOR.
