REQUEST FOR EXPRESSIONS OF INTEREST (EOI) – FIRMS

CONSULTANCY SERVICES TO CONDUCT CAPACITY BUILDING AND TRAINING ACTIVITIES IN GIS FOR SELECTED STAKEHOLDERS, DEVELOP AND TEST GIS DATABASES UNDER FIEFOC 2 PROJECT.

  1. The Government of Uganda, has received financing from the African Development Bank towards the cost of the Farm Income Enhancement and Forest Conservation Programme – Project-2 (FIEFOC-2), and intends to apply part of the agreed amount of this loan to payments under the contract for provision of consultancy services to conduct Capacity Building and Training Activities in GIS for selected stakeholders, develop and test GIS databases under FIEFOC 2 project. 
  1. The overall objective of the assignment is to, support the project on all matters related to GIS including training of identified users. The Consultant will generate user friendly maps, which will provide visual information about the attainment of both the project outcomes that include restoration and rehabilitation of degraded catchments of the 5 irrigation schemes through reporting on the acreage restored and the forest sector outcomes that include restoration of degraded forest lands and contribute to the reversal of forested lands to 24% of Uganda’s land area by 2040 as provided by the Vision 2040. Data gaps will also provide a basis for capacity building in spatial data capture and analysis.

The specific objective for the services to be provided under this consultancy will include: a) Carrying out needs assessments among users to define data needs, project requirements and outputs both at the central and project local government levels; b) Develop GIS Training Programme based on identified gaps targeting selected users under the project and conduct the training; c) Advise on the necessary procurements of GPSs, Computers, Printers, Scanners, Internet routers and necessary GIS and Remote sensing software to be undertaken to effect this task both at the central and project local government levels. This task will include undertaking a minimal procurement of equipment for GIS and Remote sensing based on the guidance in c.

The assignment will be executed over a period of 12 calendar months.

The Ministry of Water and Environment now invites eligible consultants to express their interest in providing these services. Interested consultants must provide information indicating they are qualified to perform the services supported with relevant documentation. Such information shall include: (a) Brochures, (b) Description of assignments of similar nature conducted in the last 5 years, (c) Experience in similar conditions and in the region, and (e) Availability of appropriate managerial and technical skills among staff, including core team of key experts to perform the assignment. For each similar assignment completed, the consultant shall provide the name, address and contact of the client; start and competition dates; name(s) of lead consultant and Client’s Certificate of Completion or equivalent. Consultants may constitute joint-ventures to enhance their chances of qualification.

  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” (May 2008, Revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
