REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES)

MEKELE-DALLOL & SEMERA-AFDERA POWER TRANSMISSION SUPPLY FOR INDUSTRIAL DEVELOPMENT AND ACCESS SCALE-UP PROJECT-MDSAPIAP

The Government of Federal Democratic Republic of Ethiopia has received a Loan from African Development Bank (AfDB) toward the cost of Mekele-Dallol and Semera-Afdera Power Supply for Industrial Development and access scale-up project, and intends to apply part of the agreed amount for this loan to payments under the contract for the preparation of Feasibility Studies and Updating of Environmental Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) for hydropower projects as a Consultancy Services

The services included under this Consultancy service are:

  1. Review and update the existing available Reconnaissance, ESIA and RAP studies of the selected hydropower plants and prepare plan and methods to update the studies.
  1. Carry all the required site investigation (hydrological, topographical survey, geological investigation, environmental and social impacts, mitigation measures and public consultation etc.) necessary to prepare the Feasibility studies.
  • Prepare the optimized project’s layout and designs of the project’s components as per the findings from the site investigation.
  1. Prepare project’s schedule and cost estimate.
  2. Determine project’s viability by preparing Economical and Financial evaluation. The selected hydropower plants are:-
  • Lot 1 – Prepare a Feasibility study for 301 MW Didessa and prepare Amendments to existing Feasibility, ESIA, RAP studies for 280 MW Chemoga Yada stage 1 and stage 2 hydropower projects.
  •  Lot 2- Prepare Feasibility study for 100 MW Genale Dawa 5 and Amendment to existing Feasibility , ESIA, RAP studies for 246 MW Genale Dawa 6 and 422 MW Halele Werabessa stage 1 and stage 2 hydropower projects.

The Consulting firm are required to have experience in feasibility studies preparation in similar hydroelectric power projects either alone or in association with local consulting firms capable and experienced to carry site investigation activities in similar hydroelectric power projects. The consulting firm in this EOI application is required only to show its commitment to this requirement.

The Consulting firm may participate in one Lot or both Lots according to his experience and capacity to finalize the required feasibility studies within estimated 14 months.

The Ethiopian Electric Power (EEP), Executing Agency, now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants”, which is available on the Bank’s website at http://www.afdb.org.

Expressions of interest must be delivered to the address below by March 08, 2019 before 3:00 pm with a title “Feasibility Studies and Updating of Environmental Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) for hydropower projects”.
